Investment 3 will promote the digital transformation and modernization of local entities (EELL), aimed at improving administrative processes and procedures as well as digital skills and available resources, to improve attention to citizens and actively contribute to the success of public policies aimed at the great transformations of Spain. The Local Entities are expected to receive a total of 391.4 million euros, which will be distributed throughout the budget years 2021, 2022 and 2023.

In addition, Investment 3 will also finance digitization projects that will be directly implemented by the MPT and that will contribute to the modernization and improvement of territorial cooperation tools, including the creation of a digital platform for collaboration between public administrations, or the improvement of the system of disaster aid management.

The implementation of these projects will contribute to the fulfilment of the commitments made with the European Commission in the Council Implementing Agreement and in the Operational Provisions that have been agreed as regards milestones 167 to 169.
