In 2021 the distribution of funds to EELL has been articulated through a call for (non-competitive) grants managed in close collaboration with the Ministry of Economic Affairs and Digital Transformation due to its material scope, modernization and digital transformation. This first call, for a total amount of 92.77 million euros has been directed to municipalities of more than 50,000 inhabitants and provincial capitals. In its design, the EELL criterion has been taken into account, transferred through the Spanish Federation of Municipalities and Provinces and the National Commission of Local Administration.

- Order TER/1204/2021, of 3 November, approving the regulatory bases and convening for 2021, of grants for the digital transformation and modernization of the Administrations of Local Entities, within the framework of the Recovery, Transformation and Resilience Plan.
