The Council of Ministers has authorized the allocation of 21,281,080 euros for the programmes derived from the National Plan on Drugs. These credits, which will be managed by the autonomous communities and cities of Ceuta and Melilla, allow continuity to the strategies of intervention against addictions throughout the national territory. The distribution criteria and the resulting distribution were already approved by the Sectoral Commission on May 20, 2026. Asturias will receive 668,345 euros.
The funds are distributed through five key budget concepts to cover all areas of the National Addiction Strategy:
Prevention (4.67 million euros): Aimed at drug prevention programs developed within the framework of the National Strategy.
Rehabilitation and Reintegration (1.47 million euros): Specifically for programs aimed at drug addicts with legal-criminal problems.
Spanish Observatory of Drugs and Addictions (1.66 million euros): For the collection and analysis of data on treatment, emergency and mortality indicators.
Development of the National Strategy (3.86 million euros): General expenses derived from the regional programs of the National Strategy on Addictions.
Application of Law 17/2003 (9.6 million euros): Funds for various activities in application of the current regulations on the confiscated property fund.
The distribution of funds has been carried out following technical criteria that include the de facto population, population dispersion, support for coordination structures and specific variables such as admissions to treatment or mortality recorded in the last five years.
This agreement reaffirms the stable collaboration between the Ministry of Health and the regional administrations to address the problem of addictions in a comprehensive and coordinated manner.
