- The plan includes the investment of 127 million for the same year 2026.

The Community of Madrid will have 1,113 million until 2030 for the promotion of public housing policies according to the agreement reached at the Sectoral Conference on Housing and Urban Agenda, in which the criteria for the distribution of the 7 billion euros of the State Housing Plan 2026-2030 among the Autonomous Communities have been definitively approved.
With this, the Ministry grants the community of Madrid 15.9% of the funds of this four-year plan, being the Community most benefited behind Andalusia.
Of these 1,113 million, the State will contribute 667.8 million, while the Community of Madrid will allocate a minimum of 445.2 million, following the co-responsibility model that is supported in this State plan in which the Government of Spain will contribute 60% and the autonomous communities a minimum of 40%.
Following these criteria, for the current year, 2026, a distribution of 127 million is established for Madrid that will have to be reflected in these housing policies, among which is also the rehabilitation of homes, to which Madrid will have to allocate at least 30% of the funds established (38.1 million), as well as the other 30% for special protections such as people and territories.
National level
The Ministry of Housing and Urban Agenda, at the meeting of the Sectoral Conference on Housing and Urban Agenda, definitively approved on Thursday the distribution criteria of the 7 billion euros of the State Housing Plan 2026-2030. And, as was already the case at the Sectoral Conference last May, with unanimity of votes in favour.
With this new agreement unanimously, the path of approval of all the agreements that Isabel Rodríguez has proposed to the autonomous communities is maintained without votes against. In total, in this Legislature, there are already ten.
The new Plan will mobilize an investment of 7 billion euros, of which 800 million correspond to the annuality of 2026.
A country agreement for housing
The new State Housing Plan is a clear demonstration of the will for dialogue and consensus that the Ministry of Housing and Urban Agenda has always put on the table to complete the proposal that the President of the Government, Pedro Sánchez, launched to the autonomous communities at the Conference of Presidents of Barcelona to reach a country agreement for housing.
Proof of this model of consensus, dialogue and agreement are the 28 meetings held with the autonomous communities around the content of the Plan, as well as the meetings with entities, social agents and experts. As a result of these meetings, 365 contributions have been received that have been studied and incorporated into the final draft of the Plan.
More construction, more rehabilitation and more protection
The new State Housing Plan triples the funds that will be managed by the autonomous communities and establishes a co-responsibility model by which the Government of Spain contributes 60% and the autonomous communities the remaining 40%.
In addition, at least 40% of these funds will be dedicated to the construction and acquisition of housing, 30% to the rehabilitation of the existing housing stock and the remaining 30% to ensure the protection of the groups and territories that need it most.
In this regard, the ENP incorporates mechanisms to protect the permanent protection of all homes that are built with its funds, while ensuring transparency in the allocation of protected homes through an anti-fraud clause. The Plan also includes measures aimed at promoting territorial cohesion and promotes a public data system to facilitate citizens’ access to truthful and transparent information.
