- The ‘Operation Summer 2026’ Plan will remain active until the end of the summer season in September, with the aim of increasing public safety in tourist areas both on land, in airspace and in the aquatic environment.
- A new resource is available: the new Citizen Service Mobile Office (OMAC) to provide assistance in spaces that require a specific security deployment.
- One of the main challenges this year is the August 12 eclipse, for which specific devices will be designed.
On the occasion of the arrival of the summer period, the Civil Guard of the Madrid Command launches once again the “Operation Summer 2026”, whose purpose is to guarantee the safety of citizens and the enjoyment of leisure time in the Community of Madrid, and which this year will have an “exceptional” deployment with a reinforcement of 500 agents for the region.
The delegate of the Government of Spain in the Community of Madrid, Francisco Martín, who visited today the exhibition of human and material media mounted in the vicinity of the Pantano de San Juan, accompanied by the head of the 1st Zone of the Civil Guard, General Francisco Almansa, and the head of the Command of Madrid, Colonel Carlos de Miguel, pointed out the “maximum effort” involved in having increased the reinforcement of agents by 25% with respect to the previous year as a response “to all challenges with guarantees of security”.
“The effort on the part of the Civil Guard and the State Security Forces and Corps with the people of Madrid, and also with all those who decide to come to our region to spend a few days in summer, is going to be maximum and we will try to respond to any situation that may arise,” he stressed.
The Office of Citizen Care (OMAC)
Among the new resources available, the Citizen Assistance Office (OMAC) with which the Civil Guard of Madrid has recently been equipped and which aims to bring the capabilities and services of the Civil Guard closer together, as well as providing assistance in spaces that require a specific security deployment.
The OMAC is equipped with all the services available in any of the facilities of the Civil Guard, since they can be configured as vehicles of citizen attention and be able to process telematic complaints, carry out different procedures, instruct procedures, or offer a police response to any situation of risk.
Likewise, its multi-purpose nature makes it suitable to be used as an Advanced Command Post in natural disaster scenarios or for dealing with victims in emergencies in search devices for missing persons or in events of large concentrations of people.
In short, “more resources, more effective and all the commitment always to continue making Madrid an increasingly safe region, also in summer”, a time of year in which traditional festivals, festivals, risk of fires, concerts and a significant increase in mobility throughout the region and also at the Adolfo Suárez Madrid-Barajas airport multiply.
Eclipse of August 12
In addition, this year is added the eclipse of August 12 that will involve a significant mobility of citizens to different observation points to enjoy this extraordinary event and that will require a very significant effort by the State Security Forces and Bodies, in particular the Civil Guard.
In this regard, he has clarified that, depending on the activity that each municipality then promotes in function, responses will be given and regional security boards will be organized in the coming weeks by the Community of Madrid to define the devices.
A safe summer
The “Operation Summer 2026” will have a special impact on tourist areas and recreational areas, as well as on the Adolfo Suárez Madrid-Barajas airport where a significant increase in passengers is expected.
As in other years, special services will be established in natural areas such as the San Juan Reservoir, the Atazar Reservoir, the Cercedilla Reservoirs, Las Presillas in Rascafria, La Pedriza, as well as in the immediate vicinity of leisure areas, theme parks and water parks located in the Civil Guard demarcation.
It increases the surveillance and control of these areas in a way that guarantees the safety of people and prevents the commission of criminal offences, fires and attacks on the environment.
As far as the airport is concerned, it is about maintaining the normal operation of the same and ensuring the safety of passengers and facilities. Road monitoring is another aspect of the Operation in connection with the movements that will occur.
Another area of action of the Civil Guard is the large concentrations of people who, as a result of the popular festivities and in a singular way due to the increasing number of concerts and music festivals that take place, will gather tens of thousands, in the coming months in many of the municipalities of the region, and where it is necessary to combine citizen security with that of security management in large events.
Likewise, Francisco Martín has called for prudence in leisure areas such as reservoirs, and to always follow the recommendations of the agents so that the summer season is an equally safe stage.
Participating units
In Operation Summer 2026, units belonging to the Command of the GC of Madrid will participate and will receive support from central units. In addition to the Citizen Security patrols, SEPRONA, the Mountain Rescue and Intervention Group, the Citizen Security Unit and the Fiscal and Border Unit, will be supported by the Underwater Activities Unit, the Cavalry Group, air surveillance through Air Service helicopters and through the use of drones, the Reserve and Security Group and the Traffic Sector.
All of them will be coordinated from the Madrid Command. Likewise, to guarantee public safety, the services will be coordinated with the affected local police forces and Civil Protection groups in many of the scenarios that will take place this summer.
