Its functions are those provided for in the operating rules approved in Royal Decree 1507/1984 of 1 August 1984:

• Resolve, in accordance with the provisions of these rules, the discrepancies that arise between the State Administration and the Foral Community of Navarre with respect to the application and interpretation of the Organic Law of Reintegration and Improvement of the Foral Regime of Navarre.
• To promote the conclusion of cooperation agreements between the State Administration and the Foral Community of Navarre, and to resolve issues that may arise in relation to the execution of such agreements, prior to the exercise of judicial actions.
• To carry out the actions that, by common agreement, are entrusted to him by the Government of the Nation and that of the Foral Community of Navarre.
