The Bilateral Commission for Aragon-State Cooperation is joint, has the rotating presidency and adopts its agreements by consensus of the two parties. It is the main instrument of relationship between the two Governments. Its main functions are the deliberation and, where appropriate, the agreement on matters such as state bills, joint actions and plans, conflicts of competences, and the design of sectoral collaboration mechanisms, provided that they have a singular impact on the competences or interests of the Autonomous Community.
The Bilateral Commission for Arab-State Cooperation has established the following permanent subcommissions:

Subcommittee on Policy Monitoring, Prevention and Resolution of Conflicts, to prevent and avoid conflicts of competences between both administrations.

Subcommittee on Conventions and Participation in State Competences and Bodies, to promote the work of developing the Statute in the field of mutual cooperation.
- Subcommittee on Infrastructure.
- Subcommittee on European Affairs and External Action, to articulate the participation of the Community of Aragon in EU affairs and in the external action of the State in matters affecting the competences of Aragon.
The Bilateral Commission for Arab-State Cooperation was established on January 9, 2008 and has held six more meetings, on January 8, 2009, November 24, 2009, July 18, 2012, October 22, 2012, October 2, 2013, June 27, 2017 and November 19, 2018.
