The Government creates 69 new seats for judges and 32 for prosecutors in the Community of Madrid, a historic figure
The Council of Ministers today approved the creation of 69 seats for judges and 32 for prosecutors in the Community of Madrid, increasing judicial staff by 8.8% and the prosecutor by 9.38%. It is the largest creation of judicial seats in a single year in its history. What’s more, they are created more than in the last decade (at that time 66 were created in total).
Throughout Spain, the government creates 700 seats for judges and prosecutors. Through a Royal Decree, 500 judicial seats, a figure higher than those created in the last decade and which represents a record expansion of the judicial plant (+ 8.5%). With a second Royal Decree, 200 positions of prosecutors are created and the current workforce is increased by 7.13%. The figure is also unprecedented: in the last 15 years, more than 100 new positions of prosecutors have never been created in a single year.
At the press conference after the Council of Ministers, Minister Félix Bolaños described it as an historic milestone and recalled that never before had a government approved an expansion of the staff of judges and prosecutors like this, never before had so many reforms been promoted to improve the Public Service of Justice and never before had so many resources been allocated for its modernization.
The creation of 700 seats for judges and prosecutors is part of the ambitious transformation of Justice promoted by the Ministry of the Presidency, Justice and Relations with the Courts, which combines procedural, organizational and digital reforms to provide the Public Justice Service with the necessary tools to face current and future challenges.
The judicial plant of Madrid is expanded by 8.8%
Of the 69 new positions of judges for Madrid, 47 are for courts of instance (TI), 12 for provincial hearings, 9 for territorial courts (JAT) and 1 for the TSJ. Among the IT that will be strengthened are those of Madrid, Alcalá de Henares, Alcobendas, Alcorcón, Aranjuez, Collado Villalba, Colmenar Viejo, Coslada, Fuenlabrada, Getafe, Leganés, Majadahonda, Móstoles, Navalcarnero, Parla, Torrejón de Ardoz or Valdemoro.
Of the total of 500 new seats for judges throughout Spain, 368 are for courts of instance and 96 for collegiate bodies: the Provincial Courts (76), the Superior Courts of Justice (9), the Supreme Court (7) and the National Court (4). 34 more places are for territorial allocation, intended for a territory but movable according to changes in workloads, and the last two are for the Central Court of Instance. In total, the judicial plant, which has 5,887 seats, grows by 8.5%.
By communities, the most benefited are those with the greatest needs for reinforcements: Andalusia (95), Catalonia (91), Madrid (69) and Comunitat Valenciana (58). By jurisdictional orders, the most reinforced is the civil, followed by the social.
It should be recalled that this extension is possible thanks to the Law on the Efficiency of the Public Service of Justice, which eliminates the old courts formed by a single judge and his team of officials and replaces them by courts of instance, to which various judges are attached and have a single Judicial Office of technical support.
The new, more efficient model allows the creation of a court space for €100,000, far from the €500,000 cost of creating a traditional court. Thus, creating 500 seats means an investment of around 55 M€. With the previous model it would have been 260 M€.
The staff of the Public Prosecutor’s Office in Madrid grows by 9.38%
The creation of 32 positions of prosecutors in the Community of Madrid means an extension of the fiscal plant of 9.38% in this community. Throughout Spain, 200 are created and the most benefited communities are Andalusia, with 38 new places (+7.4%), Catalonia with 35 (+8%) and Madrid with 32 (+9.3%). By percentage, the community that will see its staff grow the most is Murcia, with 7 new prosecutors (+ 9.7%).
The seats are distributed among all the autonomous communities and central bodies and reinforce areas especially relevant and facing new challenges. This is the case of the Public Prosecutor ' s Offices against Crimes of Hatred and Discrimination, Trafficking in Persons and Foreigners and Violence against Women.
It also strengthens areas such as Tax Inspection, International Criminal Cooperation or Computer Crime and creates a position of Public Prosecutor responsible for the Data Protection Unit.
The distribution of the new posts of judges and prosecutors has been carried out according to objective criteria (workload, litigation and population) and taking into account the needs transferred by the General Council of the Judiciary, the Public Prosecutor ' s Office, the autonomous communities with the transferred competence and the higher courts of justice.
