The Government allocates 16.1 million euros to the Community of Madrid for the development of the Co-responsible Plan 2026

• The Ministry of Equality, the autonomous communities and Ceuta and Melilla agree on the distribution of a total of 142.5 million euros
• The funds are intended to facilitate the reconciliation of families with daughters and sons up to the age of 16 and to promote co-responsibility between women and men.

The Government, through the Ministry of Equality, has allocated 16.1 million euros to the Community of Madrid for the development of the Co-responsible Plan. This has been agreed on Wednesday by the Ministry of Equality and the autonomous communities and cities of Ceuta and Melilla at the Sectoral Conference on Equality. In total, 142.5 million euros have been allocated for the development of the Co-responsible Plan in the year 2026.

The Community of Madrid will receive 16.1 million euros destined for the Co-responsible Plan in the year 2026. This has been agreed at the Sectoral Conference on Equality held today with the participation of the Ministry of Equality, the communities and the autonomous cities of Ceuta and Melilla, which have distributed a total of 142.5 million euros.

The Co-responsible Plan aims to favor the conciliation and management of the uses of time of families, from a co-responsibility approach between women and men; recognize the value of care through the professionalization and dignification of the sector; and promote social and cultural change towards models of co-responsible and egalitarian masculinities.

The distribution of funds between the communities and the autonomous cities of Ceuta and Melilla has been made taking into account different variables and weightings on data such as population up to 16 years old, insularity, being a border city, surface area, population dispersion or by large city.

Bankable lines of action

The lines of action that can be financed through the Co-responsible Plan will be professional care services to facilitate the reconciliation of families and the promotion of employment in this professional sector, awareness of co-responsibility, equality in care or co-responsible masculinities and uses of time. To this is added the training to promote models of egalitarian and co-responsible masculinities, the studies and technical works on egalitarian masculinities, or the monitoring and evaluation of the Co-responsible Plan itself.

On the other hand, the Co-responsible Plan maintains in 2026 the improvements introduced in the last call for proposals. In this way, it continues with the cofinancing model, where the General Administration of the State contributes 75% (142.5 million) and the autonomous communities the remaining 25% (47.5 million). The measures put in place for the better control and traceability of public funds are also maintained, as well as the use of the impact measurement tool, the Correspondents Hub, which improves the evaluation of the plan.

Among the measures that emerged as a result of the joint work between the ministry and the autonomous communities, some can be highlighted such as that there is no need for accreditation of income in rural municipalities, when there are places available in the activities financed by the plan; the reinforcement of gender equality; or the inclusion of all possible existing qualifications and accreditations related to the care of minors and leisure and free time.

In 2024, more than 6,000 municipalities, 450,000 families and 760,000 minors benefited from this plan. This initiative has led to the creation of more than 31,000 jobs in the care sector and has reached more than 62,000 people through awareness and training campaigns linked to the plan launched. The execution percentage exceeded 95% of the transferred credit, thanks to the cooperation between the different administrations.
