During the Spanish War (1936-1939) and the subsequent dictatorship there were hundreds of thousands of people who, in one way or another, suffered the consequences of that tragic stage of our recent history. All these people were victims of the violation of human rights, or of international humanitarian law.
To ensure peaceful coexistence in our society, and the continued development of our democracy, it is essential to recognize these people, repair them and honor them. This Ministry develops the state register and census of victims in this section, in application of the Democratic Memory Act, to make that recognition so necessary and thus prevent their stories from falling into oblivion.
Why do you distinguish between a record and a census? The law establishes this differentiation because the registry includes all victims about whom information and proof are available, while the census is limited to those victims of the registry whose information is not protected by data protection regulations. Therefore, only census data can be made public through this page.

How to Add a Victim to the Registry/Census
Anyone who has information about a potential victim that is not included in the census can request its inclusion in the census. If this is your case in the upper link you will access the procedure for it available in the electronic headquarters of this Ministry.
Cenomi Project
The Cenomi project arises from the joint collaboration between this Ministry and the University of Santiago de Compostela (Histagra Group) for the elaboration of the state register and census of victims.
Since the construction of a register/census of all the victims of the Spanish War and dictatorship is a project of enormous scope, the Ministry allied itself with this University that has extensive experience in this type of commissions. In this project, only victims are being collected with the result of death, non-combatants for the period 1936-1939, that is, in general, civilians executed for ideological reasons.
