These data confirm the downward trend of recent years, despite the increase in the population, which contradicts the discourses that try to link immigration and increased crime.
The criminality in the Community of Madrid closed the year 2025 at the lowest rate in the last two decades, standing at 54.9 criminal offenses per 1,000 inhabitants, in a region that has increased its total population by more than 1.2 million inhabitants, among them migrant population.
In the presentation of the Crime Balance for 2025, the delegate of the Government of Spain in the Community of Madrid, Francisco Martín Aguirre, began his intervention with a memory and condemnation of the murders of Petronila, the first case of alleged gender violence that occurs in the region so far this year, for the woman and her daughter murdered in Castellón, and the murder of a child today in Tenerife.
He then pointed out that, in the fourth quarter of 2025, there was a decrease of 1.8 points compared to the third quarter of 2025, of 2.1 points compared to 2024, and of 6.3 points since 2019, he wanted to highlight the fact that this decrease occurs despite the increase in population that the region has recorded, which, in his opinion, dismantles the discourses that try to link the arrival of migrants with the increase in crime.
"The Community of Madrid has a minimum historical record of criminality, the lowest figure in two decades, with a maximum historical population and migrant population," he said.
These figures confirm the positive trend of recent years and are "a collective success and fruit of the constant work of the National Police and the Civil Guard," according to the delegate of the Government of Spain in the Community of Madrid, Francisco Martín. In fact, a record number of clarified criminal offenses has been reached, the highest in the last decade, 36% more in 2025, and to this is added the new record high of police force reached (+10.4% since 2018).
They also represent a "significant advance that reinforces the perception of stability and security in the Community of Madrid", and the consolidation of the "trend of stability and improvement of citizen security", although, aware that we must not fall into self-complacency, he has requested a meeting with the Minister of Environment, Agriculture and Interior of the Community of Madrid, Carlos Novillo, to try to continue improving the data. A request sent last Tuesday but which has not yet had an answer.
On the other hand, Martín has shown that the remarkable growth of inequality in the Community of Madrid is known, unlike what happens in the rest of Spain. Faced with this, he has claimed the importance of the measures implemented by the Government of Spain to reduce them, because "the social shield works".
Criminal typologies
Thus, despite having increased the population of Madrid by 136,000 inhabitants (+1.9%) in 2025, there has been a reduction of -1.8% in conventional crime (from 325,611 to 319,670 infractions, 5,941 less) compared to 2024. "There are 16 fewer crimes per day in the region," he said.
Practically all crimes against the heritage of -4.4% are reduced. There has only been an increase in money laundering (+32.4%) and a slight rebound in vehicle theft (+0.5%).
Noteworthy are the reduction in robberies with force (-8.5%), thefts down by -5.4% and robberies with violence or intimidation by -9.9%, crimes of great social impact that directly affect daily life. Attempts at homicide and murder are also reduced: from 155 to 140.
In addition, 24 of 37 municipalities with more than 20,000 inhabitants reduce their rate compared to the previous quarter, with notable decreases in Humanes San Martín de la Vega, Parla, Arroyomolinos, Valdemoro or Madrid. And it is in the region the safest city in all of Spain: Fuenlabrada.
The year-on-year variation in cybercrime improved significantly in the last quarter, from +5.4% in the first three quarters of 2025 to a reduction of -1.3% in the year as a whole (although lower than the -6.2% recorded from 2023 to 2024), which the government delegate has linked with the ease of communicating these crimes the implementation of electronic reporting.
Furthermore, the data experienced in the case of cybercrime are better in the case of the Community of Madrid compared to the whole of Spain, which has seen an increase of 5.3% in cybercrime and 4.3% in computer scams.
With regard to the city of Madrid, the conventional one was reduced by 2.4%, which is equivalent to 13 less crimes per day, and cybercrime decreased by 7.1% (20 less crimes per day).
Crimes against sexual freedom
In 2025, reports of penetrating sexual assaults grew by a total of 685, and there was a 6.3% increase in reports of penetrating sexual assaults.
