The intertwining of competences and the attribution of responsibilities in the different areas of administrative activity at different political levels gives rise to complex situations that require consultation and agreement between the State and the Autonomous Communities. To meet this reality, the cooperation instruments have the objective of ensuring the coherence of the decentralized system, avoiding duplication or overlapping of the functions carried out and ensuring the efficient use of the human and material resources of the different Administrations.
State-Autonomous Communities Cooperation
Collaboration agreements are agreements between the State Administration and one or more Autonomous Communities. They constitute an instrument of cooperation frequently used in the Autonomous State for the contractual freedom characteristic of this figure, which grants it a special suitability and flexibility to meet specific situations that require the agreement between the State and a certain Autonomous Community.
The financial cooperation of the State for the development of actions that competently correspond to the Autonomous Communities has a regulation, basically procedural and provided for in Article 86 of the General Budget Law. Through this procedure, the State provides financial resources for the implementation of regional policies.
Sectoral Conferences are multilateral cooperation bodies that act on a specific sector of public activity. They are composed of the head of the competent Ministerial Department and all the Councillors of the Autonomous Governments responsible for the same subject
They are bilateral cooperation bodies, formed by representatives of the State and of a single Autonomous Community for the treatment of topics of general or specific content.
