The subdelegate of the Government in Lugo, Olimpia López, presided this morning a security board to share with the municipalities of the regions of Lugo, Terra Chá and Meira the organizational and civil security needs for the eclipse of August 12.
At the meeting, which was held in the Training Room of the Provincial Directorate of the INSS in Lugo, the subdelegate noted that “the center of the province includes capital, part of the Camiño del Norte and the counties of Terra Chá and Meira, which bring together a significant part of the population of the province.” For this reason, he said that “coordination between security forces and bodies of the different administrations is of vital importance in the course of the astronomical phenomenon”.
In this regard, the deputy delegate and the Secretary General of the Government Subdelegation, Elvira Paloma Fernández, urged the mayors to “define in time the observation points of the eclipse scheduled for August 12 and organize the accesses to ensure the safety of the citizens.”
Representatives of the municipalities of Lugo, Rábade, Meira, A Ribeira de Piquín, Muras, Xermade, Vilalba, Guitiriz, Abadín and Pastoriza participated in the meeting.
The meeting was also attended by leaders of the State security forces and bodies, as well as the president of the Provincial Association of Hotel and Catering Entrepreneurs, in order to strengthen the institutional coordination necessary to organize security, mobility and emergency devices and to report on the best way to publicize it to avoid crowds that may generate incidents. “In the three districts of the center of the province, the population is scattered and the spaces are more open, so it is possible to facilitate the organization of the parking and the visibility of the eclipse,” added the subdelegate.
During the meeting, Olimpia López recalled that “the province of Lugo will be one of the privileged territories for the observation of the eclipse and if it foresees a high influx of visitors, for which it is essential to anticipate the planning and coordinate the resources of the different administrations.”
“This is an exceptional event that requires planning, collaboration and coordination to ensure security and that citizens can enjoy this experience in ideal conditions,” insisted the deputy delegate.
Coordination with the municipalities
One of the central aspects addressed at the meeting was the need to strengthen coordination with the municipalities, as administrations closer to the territory and that better know the spaces, accesses and possible points of concentration of people.
In this regard, the Government Subdelegation asked the municipalities to identify preferential observation points, which must have good conditions of visibility and sufficient capacity to accommodate the expected influx. In addition, "municipalities can establish exclusion points in areas of risk, from which observing the eclipse can endanger citizens."
The definition of these spaces will allow advance planning of security devices, regulate traffic and strengthen emergency services in places where a greater concentration of people is expected.
