The Ministry of Transport and Sustainable Mobility has started the process of bidding for the contract to develop the informative study of the expansion of the Madrid proximity network to the Hospital Infanta Sofía (San Sebastián de los Reyes). The tender budget amounts to 877,855.00 euros (VAT included) and has an initial execution period of 24 months, which includes the writing of the informative study and assistance during its processing until the obtaining of the Environmental Impact Statement and the Final Approval of the study.
The objective of the study is to define and analyze the technical actions necessary for the extension, to the Hospital Infanta Sofía, of the railway line Universidad Cantoblanco -Alcobendas/San Sebastián de los Reyes, belonging to the Railway Network of General Interest and through which the services of the C-4a line of Neighbourhoods of Madrid circulate.
Previous feasibility study
Prior to the information study that was the subject of this tender, the Ministry of Transport and Sustainable Mobility drafted in 2026 the “Feasibility Study of the extension of the Madrid Neighbourhoods network to San Agustín de Guadalix and Algete”.
This study concludes that the extension of the Neighbourhoods network to the Infanta Sofia University Hospital is technically and socioeconomically viable and presents favorable profitability indicators, so it recommends prioritizing this connection.
The analysed action would involve an investment of approximately 137 million euros, aimed mainly at prolonging the existing tunnel from San Sebastián de los Reyes and building a new station next to the hospital. According to the estimates made, around 9,500 passengers would use the new railway section on a daily basis.
The new connection would allow these travellers to save an average of around ten minutes on their journeys compared to the modes of transport they currently use. These time savings, together with the reduction of the externalities associated mainly to the use of the private vehicle, translate into an internal rate of social return higher than 6%, clearly above the 3% established as a threshold of socioeconomic profitability for this type of actions.
The new informative study will allow us to deepen the definition of the action and analyze possible alternatives or route variants that optimize the solution proposed in the previous study. Likewise, it will be possible to study solutions that improve intermodality with other modes of transport and accessibility to the north of the municipal term of San Sebastián de los Reyes.
Sustainable, Secure and Connected Mobility Strategy 2030
The action responds to the objectives of the Sustainable, Secure and Connected Mobility Strategy 2030, aimed at improving social cohesion, economic growth and solving real mobility problems. The railway mode of transport aligns with these objectives and contributes to sustainable mobility from a social, economic and environmental point of view.
In addition, in 2022 the Ministry approved the Indicative Strategy for the development, maintenance and renewal of the railway infrastructure, framed in the current legislation of the Railway Sector and whose main mission is to establish a financial framework and priorities of railway planning, establishing a set of basic guidelines aimed at satisfying the future needs of mobility and the financial sustainability of the railway system.
Community of Madrid and area of influence
Promoting sustainable mobility in Madrid and its area of influence, the Ministry of Transport and Sustainable Mobility has completed, with an investment of 16.5 million euros, the fundamental actions in the construction of the new station of Parla Norte, belonging to line C-4 of the nucleus of Cerca de Madrid.
Recently, the Ministry of Transport and Sustainable Mobility, has awarded the construction of the new Soto Sur de Cerca Madrid station, with an investment of 15.2 million euros. This station will also serve the extension of the C-4b line from Colmenar Viejo, and will facilitate access to sustainable mobility close to more towns in the north of the Community of Madrid such as Miraflores de la Sierra and Guadalix de la Sierra.
It has also formalized, for an amount of 363,000 euros (VAT included), the contract to develop the feasibility study for the functional optimization and increase of capacity of the C-3 line of Neighbourhoods of Madrid of the Cristóbal Industrial – Aranjuez section.
