He has coordinated the Map of Pits of Andalusia and has been coordinator and principal investigator of the research projects of the Andalusian universities related to the Proceedings of the Courts of Political Responsibilities in Andalusia (1936-1945), The Franco repression of Andalusian Masonry and The Andalusian Republican Exile of 1939

Representative of the Spanish municipalities in the Chamber of Local and Regional Powers of the Council of Europe between 1993 and 1996. He coordinated the relations of that chamber and the International Parliament of Writers between 1994 and 1996, being rapporteur and editor of the Charter of Cities and Refuge, approved on May 31, 1995.

President of the Andalusian Federation of Municipalities and Provinces (FAMP) between 1993-1995.

Mayor of the city of Almería between 1991 and 1995.
