GENERAL SECRETARIAT
Each Delegation or Subdelegation of the Government and Island Directorate has a General Secretariat, responsible for a very diverse set of services in two main areas of activity: the management of common services and services related to the exercise of citizens’ rights and freedoms.
Assistance in Matters of Registries: Attention to the Citizen and Registration
These offices carry out the functions of registration, attention to the citizen and information on procedures and services of the General Administration of the State and of the regional, local and institutional administrations.
* The registry assistance offices are administrative bodies, in accordance with Law 40/2015, of October 1, on the Legal Regime of the Public Sector.
Among others, they provide the following services:
Information face-to-face, written, electronic and telephone.
Reception, registration and submission of documentation addressed to any Public Administration.
Issuance of certificates issued by the National Currency and Stamp Factory, class 2CA for natural persons and issuance of Cl@ve certificates.
Management of “apud acta” and its registration in the Electronic Registry of Apoderamiento.
Issuance of receipts relating to the applications and writings submitted, as well as the compulsa, where appropriate, of the documents attached to those applications.
Issuance of sealed copies of original documents accompanying applications and writings.
Receiving complaints, suggestions and complaints.

Administrative authorisations
The General Secretariats of the Government Delegations are involved in the granting of authorizations in matters belonging to different ministerial departments, among which the following stand out:
Explosives, pyrotechnics and cardboard: authorisation for use by companies in the sector.
Arms: Authorization of shooting ranges and galleries, armouries, denials and revocations of weapons licences.
Private security and citizen security: includes authorizations such as private armed surveillance services or authorization for municipalities to perform local police duties without uniforms.

The Government Delegations and Sub-Delegations carry out procedures to guarantee the exercise of a series of fundamental rights and also have competences in the field of protection of citizen security.

Forced Expropriation
The Provincial Jury of Forced Expropriation is a collegiate body of the General Administration of the State, presided over by a magistrate, which performs a function of an impartial nature to determine the fair price of the property to be expropriated when an agreement has not been reached between the parties to the compensation.
The secretariats of the Provincial Jurors of Forced Expropriation perform the following functions:
Prior management of the proceedings of the Court of Justice.

Civil Protection
The Civil Protection units coordinate the actions and provide technical advice in alert or emergency situations of national interest. In addition, they process state subsidies in the event of natural disasters.

Violence against women
Las Coordination Units against Violence against Women and Units against Violence against Womenthey monitor resources and the institutional response to gender-based violence against women: gender violence, trafficking, female genital mutilation, forced marriages.
They develop the following types of actions:
Follow-up and coordination of the resources and services of the General Administration of the State for the care of situations of gender violence in the territory, also collaborating with the competent regional and local administrations in the field of gender violence.
Personalized tracking of each situation of gender-based violence and support in its territory, as well as actions in relation to the victims of gender-based violence.
Participation in the campaigns information, awareness-raising and prevention of gender-based violence, together with promotion and collaboration in the training of professionals.
Actions relating to trafficking in women for the purpose of sexual exploitation as well as in the field of other forms of violence against women: female genital mutilation, forced marriages, etc.

FUNCTIONAL AREAS
The Functional Areas of the Government Delegations manage most of the integrated services and act directly on the entire territory of the corresponding Autonomous Community. They are organized in provincial units. There are the following functional areas:
Agriculture and Fisheries
The areas and dependencies perform, among others, the following functions:
- Health monitoring of live animals, products of animal origin not intended for human consumption and products intended for animal nutrition, both under import regime and under export regime and phytosanitary control in plant products, both under import regime and under export regime.
Collaboration with the Spanish Agricultural Guarantee Fund (EAGGF) in the management of public aid. Specifically, it is up to you:
The identification and control of certain products benefiting from export refunds.
To manage the processing of Agricultural Insurance subsidies, the control of aid from the European Agricultural Guarantee Fund (EAGF), as well as the processing of certain applications for credits, aid, certifications, licences and permits in the field of Agriculture, Fisheries and Food.

This Unit has two distinct functions, one of monitoring and analysing the educational system of the Autonomous Communities, and the other of management for the exercise of competences on the homologation of foreign degrees and studies:

- Legalization of official university academic documents that must have effects abroad

Monitoring of compliance with basic regulations of the curricula and educational regulations of the corresponding Autonomous Community.
Information and processing of dossiers of Homologation and validation of foreign non-university degrees and studies.
Information on approval/validation of foreign university degrees for academic purposes, as well as about the recognition and/or accreditation of university degrees and Vocational Training, and their professional effects in the European area and the competences of the Autonomous Community in Vocational Training.
Recognition of equivalence of studies for work purposes.
Management of the files of validation and homologation of foreign qualifications.
Promotion
The areas and dependencies perform, among others, the following functions:
Management of the services integrated transport and roads, performing functions of initiation and processing of sanctioning files, granting of authorizations, processing of applications for transport cards of complementary private service goods or processing of compensation files for patrimonial responsibility due to damages attributable to the state of the roads.
Functions relating to public works and housing.
Inspection and control of international transportin order to check whether freight vehicles comply with all the technical and administrative requirements for performing this function in the European Union.
Monitoring of investments in the Spanish historical heritage Financed by the 1.5% cultural.

The areas and dependencies perform, among others, the following functions:
- Hygienic-sanitary control and surveillance on imports of products intended for human consumption.
- Traveller Advisory Service on health risks inherent in international travel and the administration of vaccines and other preventive or prophylactic measures for reasons of public health in the international trafficking of persons in International Vaccination Centres (CVI).
- Hygienic-sanitary controls: control and surveillance of ports, international traffic airports and international means of transport.
- Health Police Mortuoria: Control and monitoring of the international movement of corpses and human remains.
- Inspections of pharmaceutical products on the border of imports and exports and inspection of manufacturing and import facilities for health products, cosmetics and personal hygiene products.
