Functions

With the rank of Undersecretary, it will be responsible for the promotion, coordination and monitoring of the implementation of the measures adopted by the AGE, as well as coordination with the territorial administrations affected.

Academic training

  • Doctor of Law with international mention with the Thesis “The conflict between the State and the Autonomous Communities: Cooperation as a means of preventing and resolving conflicts”, with the qualification of Outstanding cum Laude (2016).
  • Bachelor of Political and Administrative Sciences from the Miguel Hernández University of Elche (2008)
  • Diploma of Advanced Studies (DEA) within the framework of the Doctoral Program “The Europe of Liberties”, University of Valencia (2007).
  • Bachelor of Law from the University of Valencia (2004)

Professional experience

She is a Professor of Constitutional Law at the University of Valencia, an expert in federalism and intergovernmental relations. His main fields of study have been in addition to these, the territorial organization of the State, autonomous law, the reform of the Statutes of Autonomy, democratic regeneration, immigration and the consultative function, where he has numerous scientific publications.

She has also taught various master’s degrees, diplomas and degrees in the field of transparency, participation, civil protection and emergency management. She has also been a collaborating professor at the Valencian Institute for Security and Emergency Response (IVASPE). He has carried out research stays at the Center for Constitutional Studies and Democratic Development center of the Facoltà di Giurisprudenza della Università di Bologna and the Johns Hopkins University Paul H. Nitze School of Advanced International Studies in Bologna, Italy (SAIS Europe), as well as at the Università di Padova (Italy) and at the National University of Córdoba (Argentina) at the Institute of Federalism of the National Academy of Law and Social Sciences of Córdoba (Argentina).

He has combined his academic career with public management, having held various positions of responsibility in different administrations. In the Generalitat Valenciana she has been Autonomous Secretary of Transparency, Social Responsibility, Participation and Cooperation (2015-2018), Undersecretary of the Ministry of Finance and Economic Model (2018-2019) and General Director of Coordination of Social Dialogue in the Presidency of the Generalitat (2019-2023). At the local level he has been Councillor of the City of Alcoi (2003-2007).

In the field of the General Administration of the State she has been an adviser in the Secretary of State for Territorial Policy (2024-2025) and Coordinator of the Committee of Experts of the Government of Spain for the reconstruction after the DANA
