He was born in Ourense in 1964. He holds a PhD in Economic Sciences from the University of Santiago de Compostela and a Full Professor of History and Economic Institutions at the Faculty of Economic and Business Sciences of the University of Vigo.

He specializes in demography, population economics and business economics, an area in which he published numerous articles and studies and participated in congresses and seminars, both national and international.

He has been a member of the Parliament of Galicia between 2005 and 2020, during which time he held several parliamentary positions. He was also General Director of the Cabinet of the Presidency of the Xunta de Galicia in the years 2008 and 2009, and a councillor in three different legislatures in the City of Vigo, a position he currently held.
