- The contracts to be tendered include the conservation and maintenance of a total of 60.25 kilometers of roads in the Autonomous Community.

The Council of Ministers has authorized the Ministry of Transport and Sustainable Mobility to tender an investment of 60.76 million euros (VAT not included) for the conservation and operation of 60.25 kilometers of the State Road Network (RCE) in the Community of Madrid.
The government has given the green light to six recruitment files, divided into 29 lots. Two of them correspond to actions on state roads in the Community of Madrid, and are aimed at the conservation of different sections along more than 50 km of the A-4, in the case of the first lot, and of much of the route of the A-2, in the second lot. In addition, the first lot also contemplates the implementation of containment systems on both roads of the A-4 motorway, between kilometers 5.1 and 52.3.
The duration of the contracts is three years, with the possibility of extension of two years and an additional one of a maximum of 9 months. These include requirements to promote energy efficiency and emission reduction.
The planned work is part of the program of the Ministry of Transport and Sustainable Mobility to maintain traffic, road and safety conditions in the State Road Network (RCE), ensuring that it is accessible in the appropriate conditions to all citizens.
Characteristics of the conservation model
The model of mixed contracts (services and works) for the execution of conservation and exploitation operations in the State Road Network aims to offer a comprehensive service of mobility to the user, improve the state of the road and network and optimize public resources.
Through them, works are carried out to help the roads and ordinary conservation of the roads, to allow the infrastructure and its functional elements to have the best possible conditions of circulation and safety. It includes actions such as: road management, incidents and winter roads, operating aid and road safety studies, and maintenance of road elements with adequate levels of quality.
It incorporates energy efficiency measures and emissions reduction, such as self-consumption, energy saving measures in lighting or the implementation of electric motor vehicles, and the presentation of a decarbonization plan by the awardee, in the first six months of the contract, with reduction and emissions compensation measures to achieve a carbon neutral balance of all the activity object of the contract during the term of the same.
