Director of the Renewable Energy Development Center (CEDER-CIEMAT) in the town of Lubia, Cubo de la Solana (Soria), from August 2006 until his appointment as Subdelegate of the Government in Soria, in June 2018.

Technical Forestry Engineer and Bachelor of Environmental Sciences from the Polytechnic University of Madrid, having the Diploma of Advanced Studies from the Higher Technical School of Industrial Engineers of the same university.

He is also a Senior Technician in Occupational Risk Prevention (INSHT), a specialist in Regional Planning from the Polytechnic University of Valencia and holds a Master’s Degree in Public Management from the Menéndez Pelayo International University (UIMP) and the National Institute of Public Administration (INAP).

He joined the Corps of Technical Forestry Engineers of the State by opposition at the end of 1985, being assigned to Cangas de Onís as Chief of Conservation of the National Park of the Mountain of Covadonga until the year 1992.

Between 1992 and 2006 he worked as an emergency technician at the Nuclear Safety Council (Madrid).

He was born in Tolosa (Gipuzkoa), on May 23, 1962.
