The Government delegate to the Community of Madrid, Francisco Martín Aguirre, today chaired the Autonomous Commission of Traffic and Road Safety of Madrid, in which the figures and measures of Operation Summer 2026 of the General Directorate of Traffic (DGT) have been analyzed, with a total of 21.88 million trips planned in the Community of Madrid.
The figure means maintaining similar levels to the previous year in the region, with a slight increase of 0.07%. Of the total expected movements between July 1 and August 31, 10.44 million will be concentrated in July and 11.44 million in August. In the country as a whole, the forecast rises to 104 million displacements during these two months.
Faced with these figures, the government delegate has asked for “prudence and precaution, with all the will to enjoy, but always paying attention to official information.”
In order to ensure the fluidity and security of these movements, Operation Summer 2026 will deploy four special operations, specific devices for all summer weekends, special plans on the occasion of Portugal’s Paso del Strait and Paso operations and an extraordinary device to manage the mobility associated with the solar eclipse on August 12.
First operation exit
The first special operation begins today, July 3, at 3:00 p.m., and will remain active until midnight on Sunday, July 5. During these three days, 980,000 trips are expected on the roads of the Community of Madrid, 2.14% more than the previous year. The following special devices will be developed on August 1, the bridge on August 15 and in operation return, between August 28 and 31.
In addition, coinciding with the increase in mobility typical of the summer, the DGT will reinforce the surveillance on those factors associated with greater road accident with specific campaigns of speed, alcohol, drugs, distractions and use of security systems. Likewise, as in previous years, specific devices will be implemented for Portugal’s Paso del Strait and Paso operations; and collaboration will be tightened for the fire campaign.
Beacon V-16 and phone 018
As a novelty, this year the summer device incorporates specific planning to manage the mobility caused by the total solar eclipse of August 12, which is expected to generate important movements towards places within the 100% viewing range, with high concentrations of vehicles and people at the observation points.
It will also be the first summer with an obligation to carry the V-16 beacon to pre-signal any incident that occurs on the road and force the vehicle to stop. Also, this year the telephone 018 is available, a telephone to assist those people who directly or indirectly suffer a traffic accident anywhere in Spain. Through this phone you can receive personalized information about the psychological, social, legal or medical resources that you have at your disposal.
For the development of the Summer Campaign, the DGT will have, among other resources, the means of the Traffic Management Center of Madrid, two helicopters, four drones and 22 personnel of the Air Media Unit; as well as agents of the Traffic Group of the Civil Guard.
Reduction of road accidents
Together with Operation Summer, the Commission has also analysed the evolution of road accidents in the region whose reduction in recent years has been positively assessed by the government delegate: “We have learned that in the period 2019 to 2024, the number of road deaths per million inhabitants has been reduced by 26% and the number of deaths per million vehicles by 27%. It is the result of an extraordinary work and commitment on the part of the work of Spain that manifests itself in support of public servants and also a concrete investment to improve our infrastructures.”
Among the areas of improvement, Martín Aguirre has pointed to the use of safety accessories in urban roads that would have experienced “a significant decrease so we must call that pedagogy and prudence of the citizens to use safety belts or restraint chairs for children.”
Coordination and participation
At the end of the session, Martín Aguirre highlighted the work of the Autonomous Commission on Traffic and Road Safety as a territorial body for coordination, participation and advice on traffic and road safety.
In this context, he regretted “that the Ministry of Transport and Infrastructure of the Community of Madrid did not want to participate in this meeting as well as the councillors of the municipalities governed by the Popular Party”.
This is the sixth edition of this forum in which representatives of the General Directorate of Traffic, the Civil Guard, the General Demarcation of Roads, the Community of Madrid, representatives of the local administration designated by the Federation of Municipalities of Madrid, as well as associations and groups of civil society participants, among others, of autoschools, motorcyclists or victims of traffic accidents have participated.
