Born in Monfero (A Coruña) in 1968. He has a degree in Law from the University of Santiago de Compostela and a superior technician in Occupational Risk Prevention with the three specialties (Safety at work, industrial hygiene and Ergonomics, and Applied Psychosociology).

In his professional career, he has worked as a technician at Banco Pastor, SA (1991-92), and since 1992 he has served as practising lawyer, where he works as founding partner of Blanco & Guerra Abogados (1998-present), coordinator of the legal services of UGT Galicia (1992-present) and as coordinator and professor of the Labor and Social Security area of the School of Legal Practice of the University of Santiago de Compostela (1994-present). He has also worked as an advisor to the conselleiro of Traballo de la Xunta de Galicia (2005-09).

Appointed delegate of the Government in Galicia on June 13, 2023.
