Celso Galván Ruíz receives the baton of command as new head of the Local Police Station of Pozuelo de Alarcón

The Local Police Station of Pozuelo de Alarcón has, from today, a new head: Commissioner Celso Galván Ruíz, who today took office in an act presided over by the delegate of the Government of Spain in the Community of Madrid, Francisco Martín Aguirre.

Among other authorities, the mayor of Pozuelo de Alarcón, Paloma Tejero, or the Superior Chief of the National Police, Javier Galván, attended the ceremony, in which he received the baton of command that attests to his new responsibility.

An act defined by the delegate, Francisco Martín, as the public renewal of “a commitment of the Government with the neighbors of Pozuelo that is summarized in more security and better security”. The new commissioner, Martin has defined it, as a public servant “at the head of an essential, close and recognized institution. Because the National Police is a pillar of the rule of law, it guarantees security in our streets and, at the same time, protects rights and freedoms that we share as a society.”

A security that for the government delegate is not based only on statistics, but on the trust of citizens, since “security is not the absence of crime, but the presence of trust”. That trust also means having the certainty that rights and freedoms are protected regardless of gender, age, sexual orientation or skin color, in the certainty that the law “protects those who need it and places limits on those who intend to violate coexistence.” In his opinion, this coexistence is measured, above all, in how those who arrive new to the neighborhoods are treated, with a different accent, dress differently, have another skin color or profess another faith.

In this regard, he regretted that, in recent times, attempts have been made to normalize mistrust towards the different and the identification of the other as a problem, often from public institutions. “This is a dangerous slope because when prejudice is accepted, coexistence suffers and when coexistence suffers, everyone’s security is weakened,” he added, while pointing out the need to combat racism “wherever it comes from.”

Faced with this drift, the response must be “more legality, more pedagogy and more institutional presence that guarantees the idea that in Spain no one is left behind and no one is below their rights,” he said.

Extraordinary results

The importance of trust is transferred to the figures and as “extraordinary” the delegate has qualified the data of Pozuelo. According to official crime data, Spain records 50.9 criminal offenses per thousand inhabitants. The Community of Madrid, 56.7, while Pozuelo stands at 27.7 criminal offenses per thousand inhabitants.
