The transfer of functions and services, or the extension of previous transfers, is the instrument by which each Autonomous Community with statutory powers in a certain matter assumes the functions that make up that competence and the material, personal and economic means that the State Administration or its autonomous bodies have been allocating for the development of those functions.
The vehicle for the materialization of transfers are the agreements adopted by the corresponding Joint Transfer Commission, following the negotiation process carried out by the State and Autonomous Administration. The agreements adopted are subsequently submitted to the Government for approval by Royal Decree.
