The Survey of Infrastructure and Local Facilities (EIEL), (article 4 of the Royal Decree 835/2003, of June 27), is a national census inventory that analyzes quantitatively and qualitatively the services of municipal competition.
Its objective is periodically assess the situation and level of endowment of local infrastructure and equipment, facilitating an adequate distribution of resources and promoting an efficient planning of public investments.
It applies to all municipalities of less than 50,000 inhabitants of the national territory, except those of the Autonomous Communities of the Basque Country and Navarre (own regional regime). The information is collected at the population core level and includes the sectors reflected in articles 25 and 26 of the Law 7/1985, of April 2, Regulating the Bases of the Local Regime.
