By Order TMD/1217/2024, of October 29, the new Rules of Procedure of the Bilateral Cooperation Commission (BOE No. 267, of 5 November 2024), agreed at the meeting of 28 October 2024. It entered into force on the day after its publication in the BOE. Within the framework provided for in its Internal Operating Regulations, the Bilateral Commission will exercise functions of consultation and adoption of agreements aimed at improving coordination between the respective Administrations in matters that uniquely affect the Autonomous Community of the Basque Country, and in particular:
(a) Disputes of any kind raised between the two parties and the proposal, where appropriate, for measures to resolve them and, where appropriate, for the application and interpretation of the Statute of Autonomy, without prejudice to the specific jurisdiction of the Constitutional Court and the Courts of Justice.
b) The analysis and promotion of transfers of functions and services to the Autonomous Community, being able to establish a priority and schedule of negotiation of new transfers.
c) The monitoring of European policy to ensure the effective participation of the Autonomous Community of the Basque Country in the affairs of the European Union, in particular in the formation of the position of the State in relation to the design and implementation of common Community policies and standards with direct impact on the economic and fiscal regime of the Autonomous Community.
d) Participation, information, collaboration and coordination in the exercise of their respective competences.
