- The Minister of Housing and Urban Agenda, Isabel Rodríguez, has chaired the Sectoral Conference on Housing and Urban Agenda, in which the unanimous agreement of all the autonomous communities and cities for the distribution of funds of the ENP 2026-2030 has been reached.

The Minister of Housing and Urban Agenda, Isabel Rodríguez, presided on Thursday the Sectoral Conference on Housing and Urban Agenda, in which the unanimous agreement of all the autonomous communities and cities to approve the final distribution of the funds of the State Housing Plan 2026-2030 has been reached.
The new Plan will mobilize an investment of 7 billion euros, of which 800 million correspond to the annuality of 2026. In the case of the Community of Madrid, the allocation for 2026 will be 127.2 million euros, while the global distribution will mobilize an investment of 1,113 million euros until 2030 to develop public housing policies in the region.
“The message we are sending to the citizens today is very important: different administrations of different political colors have agreed,” the minister stressed. “This is the way. This problem is only answered from the agreement, leaving aside the partisan approaches to go to effective answers in which we all agree,” he said.
A country agreement for housing
The new State Housing Plan is a clear demonstration of the will for dialogue and consensus that the Ministry of Housing and Urban Agenda has always put on the table to complete the proposal that the President of the Government, Pedro Sánchez, launched to the autonomous communities at the Conference of Presidents of Barcelona to reach a country agreement for housing.
Proof of this model of consensus, dialogue and agreement are the 28 meetings held with the autonomous communities around the content of the Plan, as well as the meetings with entities, social agents and experts. As a result of these meetings, 365 contributions have been received that have been studied and incorporated into the final draft of the Plan.
More construction, more rehabilitation and more protection
The new State Housing Plan triples the funds that will be managed by the autonomous communities and establishes a co-responsibility model by which the Government of Spain contributes 60% and the autonomous communities the remaining 40%.
In addition, at least 40% of these funds will be dedicated to the construction and acquisition of housing, 30% to the rehabilitation of the existing housing stock and the remaining 30% to ensure the protection of the groups and territories that need it most.
In this regard, the ENP incorporates mechanisms to protect the permanent protection of all homes that are built with its funds, while ensuring transparency in the allocation of protected homes through an anti-fraud clause. The Plan also includes measures aimed at promoting territorial cohesion and promotes a public data system to facilitate citizens’ access to truthful and transparent information.
