Qualified national as Professor of Constitutional Law (2004). Professor of Constitutional Law at the University of Granada from 2007 to the present. Previously, Professor at the University of Extremadura (2005-2007).
Director of the Department of Constitutional Law of the University of Granada between 2015 and 2018 and Director of the Fernando de los Ríos Chair between 2017 and 2018. Also Director of the Chair of the Assembly of Extremadura between 2005 and 2007.
Researcher in 10 national and international research projects, in 2 of them as principal researcher. Member of the Spanish expert group of the European Union Agency for Fundamental Rights (FRALEX) and researcher responsible for the Jean Monnet Module “European Constitutional Law” at the University of Extremadura.
Author of 5 legal monographs, 5 collaborative books and 6 as coordinator. Co-author of various manuals on Constitutional Law: Manual of Constitutional Law, 2 volumes (18 editions), Introduction to Constitutional Law (12 editions), Manual of Autonomous Law of Andalusia (2022). Co-author of legislative compilations: Code of Constitutional Law; Practical compendium on foreigners and immigration.
Author of 122 works published in collective books and legal journals in the subjects of Constitutional Law. 82 in collective books and 40 in legal journals.
Research stays at the Universities of Florence (Italy) (1990), Regensburg (Germany) (1994), Bayreuth (Germany) (1998), Salzburg (Austria) (1999), Rome-La Sapienza (Italy) (2003 and 2007).
Professor of postgraduate courses in Universities of Mexico, Venezuela, Brazil and Bolivia, in various Spanish universities and in the Master of Constitutional Law of the Center for Political and Constitutional Studies.
Member of various committees of experts on constitutional reform and territorial organization.
Co-director of the Autonomous Communities Report, sponsored by the Spanish Senate and the Autonomous Communities between 2013 and 2018.
Member of the Electoral Board of Andalusia in the 9th and 10th legislature of the Parliament of Andalusia (2014-2018).
President of the Caja Granada Foundation (2018). Previously, Secretary of said Foundation from its creation in 2014 to 2018.
