Among the measures provided for in Reform 1, it is the responsibility of the Ministry of Territorial Policy to carry out those related to interterritorial cooperation, in particular:

• Strengthening interterritorial cooperation through the reform of Law 40/2015.
• Reform of the Law Regulating the Bases of the Local Regime, with the approval of the Law of the Basic Statute of the Municipalities of Lower Population and of the Municipalities at Risk of Depopulation.

These reforms will comply with the commitments made with the European Commission in the Council Implementing Agreement and in the Operational Provisions that have been agreed as regards milestones 145 and 147.
