He has participated in national and international competitive research projects.

He has been a member of the Business Committee of the PDI and the Governing Council of the University. Deputy in the Congress of Deputies from November 2019 to the present, in the XIV and XV legislatures. He is the spokesperson on the Committee on Economy, Trade and Digital Transformation. He is a member of the Permanent Council and is also a member of the Finance and Budget Committees.

He has been rapporteur for some twenty laws, including all the General State Budget laws of the Government of Pedro Sánchez, the law of creation and growth of companies, the law of reform of the consolidated text of the insolvency law, the law of promotion of the ecosystem of emerging companies (Startups), the law of Stock Markets and Investment Services, the law of capital companies or the General Law of Audiovisual Communication.

He also participated as rapporteur in the last reform of Organic Law 8/1981, of 30 December, on the Statute of Autonomy for Cantabria.

He has been General Secretary of the PSOE of Cantabria since March 2025.

He has been Secretary of Economic Policy and Digital Transformation of the Federal Executive of the POSE from 2021 to 2024 and Secretary of Infrastructure, Transport, Housing and Land Management from 2017 to 2021.

He has also been a member of the Federal Committee of the PSOE from 2014 to 2017.

He has been General Secretary of the PSOE of Santander from 2014 to 2025 and Secretary of Economy and Employment of the PSOE of Cantabria between the years 2008 and 2017.

He has been a candidate for the mayor of Santander in 2015 and 2019. He has been councillor of the City of Santander from 2013 to 2020 and spokesperson of the Municipal Socialist Group from 2015 to 2020
