Naval Engineer from the Polytechnic University of Madrid and master's degree in applied statistics and statistics for the public sector from the University of Alcalá.
Until his appointment as a subdelegate, he has held the position of Captain Maritime of Bilbao since 2015, forming part of the board of directors of the Port Authority of Bilbao.
An official of the Corps of Naval Engineers, he has worked in the Maritime Captaincy of Bilbao since 2007 as an inspector of maritime safety and as head of the maritime district of Lekeitio until assuming the leadership of the unit. He participated as an expert in the European Union program “EU Twinning Project Control of Ship Sourced Emissions”, in Turkey.
In 2006 he was an advisor to the Spanish Representation to the International Maritime Organization at the Spanish Embassy in London, actively participating in the different committees and subcommittees of the organization.
He worked as a Systems Engineer at SENER Ingeniería y Sistemas between 2000 and 2006, having spent a year at the European Nuclear Safety Centre (CERN) in Geneva.
Born in Madrid in 1973, he is married and has a son and a daughter.
