On September 19, 2021, at 15:12 CET, the Cumbre Vieja volcano erupted on the island of La Palma. Eighty-five days later, it is estimated that the volcano has expelled 159 million cubic meters of lava, which has covered more than 1,219 hectares of land - equivalent to 1,707 football fields -, buried 73.8 kilometers of roads and affected 2,988 buildings.
This situation resulted in the declaration of the island of La Palma as an area seriously affected by a civil protection emergency at the session of the Council of Ministers held on September 28, 2021. Six months later, it can be considered that the performance of all levels of the Administration - State, Autonomous, Insular and Local - is very positive, and that it is an example of good administrative coordination.
From the quantitative point of view, 587 million euros have been provided, of which 448 have been mobilized.
All these funds have served to articulate a series of responses and actions in a rapid and coordinated manner, with three purposes: (i) alleviating the most immediate effects of the emergency, (ii) repairing, compensating and assisting the people affected, and (iii) planning the rebuilding of the island after the eruption has ended.
In September he was commissioned to coordinate the Government’s actions for the reconstruction of the island of La Palma after the eruption of the Cumbre Vieja volcano presided over by the Interministerial Commission, in which 12 ministries participate, and co-chairs the Minister of the Presidency, Relations with the Cortes and Democratic Memory, Félix Bolaños García with the President of the Canary Islands, Ángel Víctor Torres, the Joint Commission for the reconstruction of the island of La Palma, in which the three administrative levels collaborate: Government of Spain, Government of the Canary Islands and local entities -Cabildo de La Palma and the municipalities of Los Llanos de Aridane, El Paso and Tazacorte and is hierarchically and functionally dependent The Special Commissioner for the Reconstruction of the island of La Palma, D. Hector F. Izquierdo Triana, is responsible for the coordination and promotion of the actions adopted by the General Administration of the State for the repair of the damages caused by the volcanic eruptions and for the reconstruction of the Island of La Palma.
In order to provide a regulatory framework for these measures and the availability of funds, the Government of Spain has approved Royal Decree-Laws and included provisions on La Palma, to which are added various provisions for the development of these or for the direct granting of aid and subsidies.
