The Conference of Presidents is the body with the highest political level of cooperation between the state and the autonomous communities and occupies the pinnacle of all multilateral cooperation bodies. It consists of the President of the Government, who presides over it, and the presidents of the seventeen autonomous communities and the cities with Statute of Autonomy of Ceuta and Melilla.

Preparatory Committee for the Conference of Presidents
The Preparatory Committee is made up of a member of each Council of Autonomous Government, appointed by the respective Autonomous Presidents, and chaired by the Minister of Territorial Policy and Democratic Memory. Other ministers, advisers or advisers may attend when the agenda so advises.
Its functions include the preparation of the agenda for the meetings of the Conference of Presidents, the prior examination of matters, the preparation of documentation, the adoption of the necessary measures to ensure compliance with the agreements and recommendations adopted and the coordination of the proceedings of the sectoral conferences.
Office of the Conference of Presidents
The Office of the Conference of Presidents is responsible for providing technical and administrative support to the work of the Conference, the Preparatory Committee and the Commissions and working groups to be constituted, acting as the administrative secretariat.
It is led by the Secretary General, who by agreement of the last Preparatory Committee is currently the Secretary of State for Territorial Policy, D. Arcadi Spain García. The Secretary-General participates in the meetings of all bodies of the Conference of Presidents with a voice but without a vote, and is responsible for preparing the minutes of meetings.
