He holds a degree in Law from the University of La Laguna and is a lawyer from the Island Council of La Palma, where he holds the position of head of the Legal Regime Service, currently in a special service situation.
He was a councillor in the City of Santa Cruz de La Palma between 1999 and 2011, occupying the Mayor's Office of that Municipal Corporation during the years 2006 and 2007.
He was also spokesperson for the Municipal Socialist Group from 1999 to 2010, and first deputy mayor and spokesperson from 2005 to 2006.
Between 2003 and 2008 he was an autonomous deputy in the Parliament of the Canary Islands, where he served as spokesman for Agriculture, Livestock, Fisheries and Food. He was also a senator for the island of La Palma in the period 2007-2011.
He has also been a councillor for the Cabildo de La Palma since 2011, being spokesperson for the Socialist Group, first vice-president from 2011 to 2013 and president from 2013 to 2015. He has also been president of the Island Council of La Palma during the 2015-2019 term and vice-president of it until his appointment as government delegate in the Canary Islands at the beginning of 2020.
Born on December 4, 1965, he is married and is the father of three children.
