The additional provisions 12th, 15th and 16th of Law 20/2022, of Democratic Memory, extend the reparative scope of the norm beyond the direct victims of the Spanish War and the Franco Dictatorship. These forecasts seek to deepen the recognition of historically forgotten groups, assess the adequacy of existing reparation measures and study possible human rights violations produced during the first years of democracy. Together, they reflect a broad conception of democratic memory based on the principles of truth, justice, reparation and guarantees of non-repetition.
- Twelfth additional provision: It provides for the creation of a Working Commission on Memory and Reconciliation with the Gypsy People in Spain, in line with the European recommendations to combat anti-gypsyism and recognize the historical persecution suffered by this community.
- Fifteenth additional provision: establishes the appointment of a technical commission responsible for preparing a study on the measures of economic reparation directed to the victims of the War and the Dictatorship, evaluating its scope and proposing possible improvements or corrections.
- Sixteenth additional provision: orders the preparation of a study on possible violations of human rights suffered by persons who fought for the consolidation of democracy, fundamental rights and public freedoms between the entry into force of the Constitution of 1978 and 31 December 1983, in order to identify ways of recognition and redress.
