Appointed Government Delegate in Aragon on June 14, 2023, he previously held, since May 2020, the functions of Subdelegate of the Government in Zaragoza. He was also, in 2021, Delegate in functions.

Beltran holds a PhD in Industrial Engineering, a full professor of University at the School of Engineering and Architecture. Linked to the University of Zaragoza since 1987.

Specialist in digital image and sound processing, sound analysis and synthesis, development of systems based on digital signal processors and integration of art and technology, lines in which he has developed his teaching and his research.

He has held different academic positions at the University of Zaragoza: director of the Department of Electronic Engineering and Communications, delegate of the rector for Informatics and Communications, and vice-rector of Academic Policy, among others.

He also carried out different tasks in the Government of Aragon in different legislatures: General Director of Technologies for the Information Society, Deputy Minister of Science and Technology, adviser to the President of the Government on science, technology and university, and technical secretary general of the Department of Innovation, Research and University. He has also been deputy director of the University Defense Center of the General Military Academy of Zaragoza.

Fernando Beltrán has awarded the Cross to Military Merit with a white distinctive.
