The National Commission of Local Administration is the permanent body for collaboration between the General State Administration and the Local Administration.
The National Commission on Local Government is structured into the following bodies: the Plenary and two Subcommissions, which are the Subcommission on Cooperation with Local Government and the Subcommission on the Economic, Financial and Fiscal System.
Both the plenary and the subcommittees must meet at least twice a year.
It is the competence of this Commission:
- Report in the following cases:
- Preliminary draft laws and draft administrative provisions of competence of the State in matters affecting the local administration.
- Criteria for authorizations of indebtedness operations of Local Corporations.
- Previously and in the cases in which the Council of Ministers agrees the application of the provisions of article 61 of Law 7/1985, of April 2, regulating the Bases of Local Regime.
- Make proposals and suggestions to the Government regarding Local Administration and, in particular, on:
- Attribution and delegation of competences in favor of Local Entities.
- Distribution of subsidies, credits and transfers from the State to the Local Administration.
- Participation of local Haciendas in State taxes.
- Forecasts of the General State Budgets that affect the Local Entities.
