As in 2021, in this first call of 2022 the distribution of funds to EELL has been articulated through a call for (non-competitive) grants that is managed in close collaboration with the Ministry of Economic Affairs and Digital Transformation due to its material scope, has as its objective the modernization and digital transformation, within the framework of the Recovery, Transformation and Resilience Plan (PRTR). In this sense, the call, for a total amount of 154.51 million euros, has been addressed to municipalities with a population of less than 50,000 inhabitants (with the exception of municipalities that are provincial capitals), to provincial councils of common and foral regime, councils, island councils, and the uniprovincial autonomous communities (the recipients being the municipalities with a population of less than 20,000 inhabitants), as well as to the cities of Ceuta and Melilla. In its design, the EELL criterion has been taken into account, transferred through the Spanish Federation of Municipalities and Provinces and the National Commission of Local Administration
