What Who Structure Coordinators Areas
IMI structure in Spain
The final IMI authorities are the main actors and raison d'être of the system. But to be registered in the system they go to the IMI coordinators. IMI coordinators therefore play an essential role in ensuring the construction, training and maintenance of the network of authorities. But these coordinators also provide guidance and guidance to the authorities in cases that require greater specialization, such as differences of opinion with other states, treatment of alerts, etc.
In each Member State there is always a mandatory National IMI Coordinator (NIMIC), but it is usually accompanied by other delegated coordinators.
In the case of Spain, 'thematic' coordinators have been appointed for each directive or legislative area from the General Administration of the State, and 'global' coordinators qualified for all directives by each of the CCAA and cities with autonomous status.
The structure in Spain combines the ‘thematic’ division and attention to the regional fact. Thus, NIMIC is a pure coordinator of the system, without competence or criteria on the subjects of each directive, mainly responsible for the dialogue with the Commission and the application, development and correct operation of the system, ensuring the construction and maintenance of the IMI Spain network and carrying out promotional and training activities.
In the context of the General Administration of the State, NIMIC is accompanied by the delegated coordinators for each directive or legislative area, who are the national ‘reference’ in their respective matters.
In the area of regional administration, each autonomous community and city with autonomous status has designated a 'regional' coordinator (19 in total) who coordinates the IMI activity in its geographical space for all areas, registering the necessary authorities. The regional and local authorities can be linked to the delegated coordinators of the State administration and consulted if necessary.
