- The Sectoral Conference of Agriculture and Rural Development approves in total the distribution between the autonomous communities of 132.3 million euros, to finance actions in animal and plant health (18,5M€) and measures of the Wine Sector Intervention (113,7M€)
- Minister Planas values the priorities of the Irish EU Presidency, focused on advancing the negotiations on a sufficiently equipped CAP and on regulatory simplification
The Government allocates 741,572 euros to the Community of Madrid, from the territorial allocation for the fight against animal and plant diseases and winegrowing actions. The Sectoral Conference on Agriculture and Rural Development has agreed the territorial distribution between the different autonomous communities of a total of 132,334,445 euros, intended to finance actions in the field of animal and plant health (18.5 million euros) and different measures of the Sectoral Wine Intervention of the Common Agricultural Policy (113.7 million euros).
Plant health
The Ministry of Agriculture, Fisheries and Food allocates 10,092,337.85 euros of support to the work of the autonomous communities in the prevention and fight against pests in the year 2026. This item funds the pest surveillance programme throughout the national territory and 44% of actions of the autonomous communities in the control and fight of certain quarantine pests, which are the following:
- Xylella fastidiosa in the Valencian Community, the Balearic Islands and Extremadura.
- Pine wood nematode in Galicia, Extremadura and Castilla y León.
- Red picudo of palm trees in Canary Islands, Valencian Community and Ceuta.
- Guatemalan potato moth in the Canary Islands and Galicia.
- African psyla of citrus fruits in the Canary Islands and Galicia.
- Lobster in Aragón, Castilla-La Mancha, Castilla y León, Murcia and Extremadura.
- Resinous pine chancre in Asturias.
- Fruit fly in Cantabria.
- Philoxera of the vine, gorgojo of the root of the citrus, fly of the pumpkin, worm of the corn and cochinilla of the avocado in the Canary Islands.
- Annular rot of the potato in Cantabria.
- Ralstonia solanacearum and Meloidogyne chitwoodi in Castilla y León.
- Apple snail and virus of the yellow nervation of citrus in Catalonia.
- Golden flavescence of the vine in Catalonia and Galicia.
- Tea Corner in Andalusia.
- South African citrus trips in the Balearic Islands.
To support the implementation of animal disease eradication programmes, the distribution by the Ministry of Agriculture, Fisheries and Food of 8,502,274 euros has been approved. From this item, for the Community of Madrid they are 477,503 euros.
The measures financed are compensation for compulsory slaughter of animals positive for diseases subject to eradication, repopulation of farms after sanitary emptying and surveillance plans for transmissible spongiform encephalopathies. In addition, funding is also provided for the management of foci of avian influenza and lumpy skin disease - including the sanitary emptying of affected farms and 50% of vaccines. The Sectoral Conference has agreed on the allocation of 113,739,792 euros to finance the development of measures contemplated in this sectoral intervention of the Common Agricultural Policy for the financial year 2027 (227,017 euros are allocated to the Community of Madrid), of which 69,740,715 correspond to the line of restructuring and reconversion of vineyards (81,714 euros for the Community of Madrid) and 43,999,077 euros (145,302 euros for the Community of Madrid), for investments in transformation and marketing (fourth call, corresponding to the financial year 2027).
Advisory Council
At the Advisory Council also held today, the Minister of Agriculture, Fisheries and Food, Luis Planas, briefed the regional councillors on the priorities of Ireland's rotating Presidency of the Council of the European Union for this six-month period, which revolve around three priorities: competitiveness, values and security. Planas stressed that the Irish Presidency is strongly committed to regulatory simplification in order to reduce the administrative burdens on producers in order to facilitate competitiveness and strengthen the single market. In this six-month period, decisive progress must be made in ensuring that the common agricultural policy (CAP) is adequately funded in the future Multiannual Financial Framework, which is expected to be set at the end of the year. In terms of trade, the minister has appreciated that the current Presidency plans to promote an open trade policy that diversifies the markets of the European Union with reliable partners, while protecting European productions from unfair practices, in line with what Spain stands for.
Luis Planas explained that Spain aligns itself with Ireland’s fisheries priorities, the first of which is the conclusion of negotiations on fishing opportunities for 2027, on which he insisted that they should aim to ensure a balance between environmental, social and economic considerations. The minister also stressed the advisability of making progress in establishing total allowable catches and multiannual quotas because they allow the fishing fleet to be stable.
