- The Secretary of State for Territorial Policy and Public Service participates in the debate Public Services and Citizenship Rights
The Secretary of State for Territorial Policy and Public Service, Víctor Francos, highlighted the value of the public during the closing of the debate Public Services and Rights of Citizenship, organized by Workers’ Commissions. “This is the legislature of sincere commitment to the public,” he said.
“People are being rescued by the National Health System, the economy is going to be saved by an unprecedented mobilization of public capital,” he insisted. Francos explained how “without quality public services, the rights of citizens are diminished”.
In this regard, he thanked the “essential role” of public employees during the pandemic. According to him, “they have allowed the public services, despite the harsh circumstances, to continue to function and, therefore, they have allowed the rights of our citizens to be preserved.”
The Secretary of State has insisted on the commitment of the Ministry of Territorial Policy and Public Service to solve the problem of temporality in the public service, “objective in the shorter term”, and to curb the aging of the workforce.
End the temporality
Regarding the temporality, he has assured that “it impacts on the Welfare State itself”. Therefore, it “impacts on the quality of life” of all people. Reducing temporality is one of the objectives included in Component 11 of the Recovery, Transformation and Resilience Plan, “an unprecedented plan” that will allow the Ministry to have a funding of 1,000 million euros to promote measures to modernize Public Administrations.
Francos is committed to finding a solution by seeking maximum consensus with the CCAA, Local Authorities and trade unions.
The Secretary of State has outlined the main measures with which he intends to end the temporality. On the one hand, it is intended to expand the stabilization processes for posts of a structural nature. He also recalled that article 10 of the Basic Statute of the Public Employee will be reformed, which “will seek to avoid the misuse and abuse of temporality in the future.” On the other hand, it has committed to continue calling for Public Employment Offers and has explained that it will study how to make the restocking rate more flexible.
Slow aging
Finally, he referred to the objective of slowing down the aging of the templates. “We have to look for mechanisms to attract talent in the Administration. We must ask ourselves why vacancies are being offered. We have to be able to convey the attractions of public employment,” he insisted. For this reason, he explained that the Ministry is working on a Talent Acquisition Plan.
“We believe there is room for improvement in the selection processes,” he said. In this regard, Francos explained that taking into account the information resources currently available, access to the public service should give less weight to memory capacity and more weight to other skills or aptitudes. To this end, it has concluded, a Strategic Plan for Reform of the model of access to public employment is being prepared.
