The Ministry of Transport and Sustainable Mobility has awarded 20.5 million euros (VAT included) a contract for the maintenance and repair of the structures of the State Road Network in the demarcations of Castilla y León Occidental, Castilla-La Mancha, Madrid and Extremadura. In particular, the territorial scope of the Community of Madrid will be covered by Lot 3 of the contract in the amount of 2.1 million euros.
The objective is to reinforce the monitoring of bridges, pontoons, walkways and lower pedestrian crossings to preserve their maintenance and conservation through more agile and efficient processes that guarantee road safety and traffic conditions.
The contract has been divided into four lots of territorial scope, to facilitate greater efficiency in the provision of the service. Each of them constitutes a functional unit, since these are clearly delimited areas:
- Lot 1, for 9.25 million euros (VAT included), for Castilla y León Occidental.
- Lot 2, for 5.15 million euros (VAT included), for Castilla-La Mancha
- Lot 3, for 2.10 million euros (VAT included) for Madrid
- Lot 4: for 4.01 million euros (VAT included) for Extremadura
The contract has a duration of 3 years with the possibility of extension of up to 24 months, and its objective is the maintenance and conservation of the structures through the execution of four types of actions:
- Replacement of support devices.
- Adaptation of the containment system.
- Repairs of the drainage system and desconchones in paraments.
- In beam board bridges: replacement of beams or repair of beams.
These activities do not exclude the execution of other conventional repairs of the affected elements to achieve the main objective of the intervention.
The object of the contract is all works of passage of lights equal to or greater than 3m (large bridges, bridges, pontoons, walkways and lower pedestrian passages) of concrete, factory, metallic and mixed.
Characteristics of the new recruitment model
With this type of contract, we move from an additional construction model to a continuous maintenance service. The Ministry thus introduces a new and more efficient contracting formula, which will allow us to achieve a level of conservation that guarantees safe and sustainable driving. Some advantages of this model are:
Streamlining of administrative procedures.
Adaptation of the actions to the needs of each moment and situation allowing the immediacy of the work.
Exploitation by companies of the advantages of economies of scale, with the consequent saving of costs.
This contracting model requires a thorough knowledge of the state of the roads and their needs for improvement, which is achieved with adequate asset management systems already implemented in the CER. Thus, through an appropriate use of them it will be possible to “monitor” our roads and establish a prioritization of actions according to the needs of each moment. This enhances “preventive” maintenance compared to traditional “corrective” maintenance.
This new approach will involve better roads of the State, which will gain in safety, quality, sustainability and durability, as well as in user comfort.
These contracts are in addition to two other contracts already awarded: one for the maintenance of the RCE structures in Aragon and Castilla y León Oriental (Burgos, Ávila, Segovia and Soria) and another for Andalusia, Murcia, Comunitat Valenciana and Catalonia. Likewise, the contract for the maintenance of the structures of the RCE in Asturias, Cantabria, Galicia and La Rioja has also been mentioned.
