The government delegate in Galicia, Pedro Blanco, highlighted today that the government of Pedro Sánchez is allowing “Ferrol to look to the future with optimism” with historical investments, such as the humanization of the avenue of Las Pías, main road access to the city from which its first stretch was put into service today.
The delegate presided over this commissioning together with the mayor of Ferrol, José Manuel Rey; the deputy delegate of the Government in A Coruña, María Rivas and the delegate of the Xunta in Ferrol, Martina Aneiros. The stretch that is operational from today is the closest to the city center, between the Plaza de la Puerta Nueva and the roundabout connecting with the FE-11 (highway of the trench) between the neighborhoods of Recemil, Ultramar and Caranza.
Pedro Blanco pointed out that this opening is the first of the integral commitment made by the Government with the neighborhood of the neighborhoods that surround this new avenue, “an unprecedented challenge and example of urban integration.” He also exemplified in the management of this work how projects that directly affect people’s lives, such as urban mobility, must be tackled: “In an integral way and in permanent cooperation with the neighborhood and with local governments, agreeing every advance and always doing so with dialogue and transparency.”
The delegate meant that this action shows how the government works for “a sustainable, safe and connected mobility”, and “with a minister, Óscar Puente, who is the important one, promoting Galician infrastructures like never before”.
Investment deficit
Pedro Blanco counted the investments coming from the government by 5 billion euros and that are making Ferrol “a better city”. This figure makes Ferrol the Galician city in which the government is executing the most funds and corrects the “unjustifiable deficit of public investments” suffered by the city in past legislatures.
“We are acting on all fronts, naval, infrastructure, historical heritage and tourism”, with the aim of “improving people’s lives”, added the delegate. At the end of the main road access to the city of Ferrol and the urban development around the axis of the urban motorway FE-14 of the neighborhoods of Caranza, Recemil, Esteiro, Bertón and Ensanches, it was necessary to remodel it to fundamentally eliminate the pre-existing barrier effects that divided these neighborhoods and that was one of the main demands of their neighborhood.
The Ministry of Transport promoted in response to this reality a project of integral humanization, which divided into two sections to facilitate its execution: section 1, between PK 0.000 to 0.600 and section 2, between PK 0.600 to 1.100. The work was financed with about 11 million euros and is part of the program of integration of the State Road Network in urban environments of the Ministry of Transport included in the Recovery Plan.
With this action, urban permeability and accessibility to adjacent neighborhoods are guaranteed; pedestrian and road traffic are ordered with improvements in road safety and the environment of the FE-14 is recovered, carrying out an urban integration, with new car parks, pedestrian itineraries with greater platforms and cycling itineraries that favor sustainable mobility, new green areas with new lighting, traffic lights and urban furniture.
In this way, the person who circulates on foot becomes the protagonist in the city with new spaces of transit, recreation and rest. As a further indication of this priority, the semaphorization was designed on demand.
Performance characteristics
The new configuration of the avenue required drastically transforming the floor and level of the urban highway FE-14, which becomes at the level of the sidewalks of the adjacent streets, eliminating the large existing embankments. In addition, the links and crossings at different levels were demolished and transformed into new roundabouts that articulate and calm traffic, as were the cases of the new roundabouts of the FE-14 with Calle Nueva de Caranza and with the FE-11.
The work was carried out with maximum environmental respect, favoring the circular economy with the use of pre-existing material, within the stretch itself, reducing external contributions.
This conversion reduced the cross-sections of the road for road traffic, greatly expanding the pedestrian platforms and providing new parking spaces to the different neighborhoods along the new road. The margins were regenerated, with the creation of new green areas and new pedestrian, cycling and leisure itineraries with new lighting and urban furniture.
