The General Secretary of Infrastructure, Xavier Flores, met today with the Mayor of Toledo, Milagros Tolón, to review the various infrastructure projects that the Ministry of Transport, Mobility and Urban Agenda (Mitma) plans to promote in 2023 to improve communications and the urban environment of the city of Toledo.
In particular, four actions have been dealt with with with a budget of about 33 million euros (VAT included), of which three (two humanizations and the improvement of a link in the A-42 by 6.1 million euros) will have the works tendered throughout 2023, while the fourth (the connection of the TO-23 and the TO-22) is in the study phase and it is expected to tender the drafting of the project before the end of the year.
Humanization projects
The project of humanization of the TO-23 (formerly N-400) intends to implement a pedestrian and cyclist path in the current branch of connection between N-401 and the roundabout of the Salto del Caballero, giving continuity to the existing sidewalks, turning said branch into an urban road; as well as the landscaping of the roundabout, which is the entrance to Toledo from the north. For its implementation, it is necessary to build a unique supported walkway at the junction of the TO-23.
The estimated cost of the actions is about 4.29 million euros (VAT included) and the drafting of the construction project is being completed, so it is expected to tender the works in the first half of 2023.
With the second humanization project, it seeks to implement a pedestrian and cyclist path in the current branch of connection between N-401 and the roundabout of the Salto del Caballero, giving continuity to the existing sidewalks, turning said branch into an urban road; as well as the landscaping of the roundabout, which is the entrance to Toledo from the north.
These actions also imply the transfer of ownership of ramal and glorieta to the City Council to incorporate them into the municipal road.
The estimated cost of the actions of this second project is about 1.46 million euros, including VAT, and the construction project is also being completed, so it is expected to tender the works in the first half of 2023.
Both interventions are funded by the European NextGenerationEU funds within the framework of the voyage humanisation programme of the Recovery, Transformation and Resilience Plan (PRTR), which has a budget allocation of 105 million euros.
Link enhancement between A-42 and TO-23
The third action to tender this year is between the link of A-42 with the national road TO-23 and the link of TO-23 with Río Arlés street of the polygon, which serves as access to the shopping centers and the new hospital of Toledo. The project has an estimated budget of 5.36 million euros, including VAT, and the completion of the construction project is pending so that the works are expected to be tendered in 2023.
The work consists of increasing the capacity of the TO-23 section with the extension to three lanes in both directions, and the remodeling of some branches on the links. The transversal drainage has also been completed and lighting is implemented throughout the stretch, whose consumption will later be at the expense of the city council.
A new roundabout is established in Jarama Street to redirect the movements towards TO-23 in the direction of Toledo and suppress a dangerous access of that street to the road. From this roundabout departs the new branch that becomes a third lane to the link with A-42.
On the other hand, on the other side, the TO-23 movement towards Río Arlés street (shopping centers and hospital) is segregated from the traffic of the roundabout itself, which will improve the current level of service.
Connect the TO-23 and the TO-22
The Information Study of the Toledo section (connection with the AP-41) - Ocaña (R-4) of the A-40 motorway has had an Environmental Impact Statement since September 2022, and its final approval is in process.
The alternative selected in the study, which has an estimated total cost of 213.78 million euros (VAT included), includes a connection between the TO-22 and the TO-23 in the area of the polygon of Benquerencia de Toledo, which will allow the direct connection from this road (TO-23) with the new motorway section.
This connection, which has been studied as a conventional road, begins in the TO-23 at the height of the crossing with Ventalomar Street, must save the AVE Madrid-Toledo, the Tagus River, the CM-4001 in which an intersection is established and finally connect with the TO-22 to ensure continuity with the new section of A-40, through a link. This branch represents the definitive connection of the district of Azucaica with that of Benquerencia.
It will be possible to advance the tender for the drafting of the project of construction of this connection, which has an estimated cost of 21.78 million euros (VAT included), in 2023, once the informative study of the section is approved.
