- Between the Ministry, Adif, the Government of Cantabria and the City of Torrelavega, it is agreed to extend until December 2026 to allow completion of the works of the provisional diversion, the railway projects and update the budget.
- The investment of the addendum amounts to 10.44 million euros: of which 5.94 million will go to the provisional diversion (Adif contributes 50%, the Cantabrian Government 30% and the City Council 20%) and another 4.5 million, entirely by Adif, to the railway projects.
- Subsequently, a new agreement will be signed for the project of urbanization of the surroundings of the new passenger building, the accesses and reorganization of roads and the execution of the works excluded with this second amending addendum.
The Council of Ministers has today authorized the signing of the second amending and extending addendum to the Agreement between the Ministry of Transport and Sustainable Mobility, Adif, the Government of Cantabria and the City of Torrelavega for the integration of the railway in this Cantabrian city.
The current agreement will be extended until December 2026 in order to complete the works of the temporary diversion and the entire drafting of the railway projects. This temporary detour shortens the total time frame for the operation and will allow the completion of the underground operation in the best possible safety conditions for the railway operation.
In addition, it will be equipped with a provisional platform on the Santander side to minimize the needs of alternative transport during the works of the underground, after the agreement reached between the four administrations.
Estimated budget
The addendum that has been authorized today also updates the estimated budget of the actions that are contained in the current agreement and that total a total of 10.44 million euros.
Of this amount, 5.94 million euros correspond to the works of the provisional diversion, of which the Ministry, through Adif, contributes 50%, the Government of Cantabria 30% and the remaining 20% to the City Council; and another 4.5 million, which Adif will contribute in full to the drafting of the railway projects.
In addition, the addendum excludes the wording of the project of urbanization of the surroundings of the new building of travelers, accesses and reorganization of necessary vials (45,000 m2) and the execution of the works corresponding to the basement, new passenger building, station parking and urbanization works, which will be developed in a later agreement. In this new agreement, the economic amounts of each of the actions will also be updated.
New urban space for citizens
The railway integration project in Torrelavega comprises a length of 1.8 km of the line of metric width as it passes through the municipality, between the steps at the level of Paseo Niño and Calle Pablo Garnica, the suppression of these steps at the level being the main railway and urban benefit. In addition, a new underground station and a passenger building are built on the ground.
The project is completed with a new parking, also underground, the urban transformation of the new spaces that the action generates for the city and its integration into the environment.
This action, included in the Proximity Plan of Cantabria, contributes to the achievement of Sustainable Development Goals (SDGs) 9 (promotion of reliable, sustainable and quality infrastructures; 11 (inclusive and sustainable cities) and 8 (contribution to economic growth and job creation).
