The Territorial Director of the Imserso, Verónica Aznar, has questioned sensitivity and empathy, asking to take care, among all, of the Residence and stop demonizing it, through a political game, in which it should be completely on the sidelines. “If you really care about the Senior Citizens’ Residence, together, we must demonstrate that concern responsibly and end the campaign of lobbying and defamation,” he said.
The head of the Territorial Directorate of the Imserso in our city recalled that the residents are a vulnerable group “so it is very unethical to use them in a partisan way, while at the same time it frightens and cares for their relatives, especially when the statements that are being launched are totally false”.
“If they are really concerned, it must be demonstrated with action, protecting it, taking care of it, contributing through the channels of dialogue,” he urged, and he has been open to having as many meetings as they need from the local executive to clarify what is needed and receive contributions that improve the center.
All complete nurses
Aznar has referred to the staff of the center and has stressed that not only the staff of nursing professionals is complete - the 19 places are covered - but, in addition, there is one reinforcement, per quota, so there are a total of 20 workers in nursing.
Despite this, work continues to adjust the existing imbalance between the delay in the incorporation of the different Public Employment Offers (OEPs) and the departure of personnel through the permanent open competition, resulting in ten workers who have ceased their activity in the Center this past year.
The Director of Imserso denied that two new management positions had been created. “A social worker, labor staff of the General Administration of the State (AGE) has been working for more than 16 years with her ascription in the Territorial Directorate, she is reinforcing in the center accompanying the Directorate in the implementation of the new model of person-centered care, so there is one more person helping in the management of the Residence at zero cost for the center,” he explained.
Referring to the “other managerial position” referred to by the PP, he stressed that it is totally untrue that the Job Relationship (RPT) has been modified and that, what it is about, is that one of the nursing professionals of the Residence, is doing complementary functions, something that responds “to a request of the socio-health personnel themselves and that even the Satse union asked that these functions be made public again so that, again, they could opt for it”. “Agreement that we signed with absolute transparency and rotundity,” he added.
Precisely, as far as Satse is concerned, Aznar not only met with officials of this entity, at its request, but the meeting “was cordial and very productive, in which many things could be clarified and in which they made proposals for improvement, which have been carried out”.
Aznar has denied that workers are registered at the center’s exit. “There were complaints at the Residence about theft and robbery as well as various incidents related to it. To avoid this type of situation, a security protocol established for the centers has been applied, which has been communicated and agreed with the unions, and which is random,” he explained. “We must ensure that the Residence is a safe environment and the administration must ensure this as a measure of protection for residents, workers and family members,” he said.
Workload and vacation
Another of the points addressed was the work carried out by the professionals of this center. “We were a privileged center since fortunately we did not have the death of any resident during the pandemic, but as a result of what happened in the peninsula, it was necessary to urgently implement, with agreement in the Commission where the local government participates, a new model of care, where macro-residences had to make steps to units of coexistence and make these centers a house, a home and that implies a reduction in the number of residents,” he said.
Despite this circumstance, he added, “we continue working to minimize waiting times and increase the number of places with semiannual reports evaluating the staff we have, the technical assistance, the situation of the residents…”.
In addition, in terms of hiring, he welcomes the fact that during 2023 the staff of 53 places in the Residence have been stabilized, as well as the fact that the OEPs are being covered or that the casualties are covered immediately.” We are taking steps to take care of the staff and, of course, adding value to the enormous work they do”, he stressed.
He also reported that a Commission was set up six months ago, which is carrying out a study of the workloads in each of the sectors of this centre.
As far as rest is concerned, it has been pointed out that, since this month of March the Holy Week holidays come together with the beginning of the holy month of Ramadan, two nurses, 21 technicians in auxiliary nursing care and 7 professionals of domestic activities and cleaning of buildings have been requested.
“In this way the workers of the Residence will be able to enjoy their well-deserved days of rest without there being a decrease in the quality of care for our elders. Something that worried us a lot about the delay in the allocation of quota,” he said.
Cranes in each room
The Territorial Director of the Imserso has stressed that during the past year an investment of almost 370,000 euros was made in the Senior Citizens’ Residence, thanks to which a roof crane has been installed in all rooms, and 52 new geriatric beds have been purchased.
“Five tilting wheelchairs, 30 geriatric armchairs, 3 bi-pedestrian cranes, 2 sensory stimulation poufs, 4 vital signs monitors, 2 analgesic electrotherapy devices… have been purchased for use by our residents and we have reopened the multisensory room to work specifically on Alzheimer’s issues and, in addition, included the driving service for the Day Center. All of them are substantial improvements in the quality of our service,” he said.
What it is about, he said, is “offering the best possible service and treatment to our seniors and, in turn, providing our workers with the means and tools so that they can carry out their work in the best possible way.”
Air conditioning works
Veronica Aznar referred to the deterioration that has occurred in the air conditioning system, something she recalled “that it does not arise in this legislature, but comes from before”.
What has been done in this legislature, he clarified, is “to elaborate a large project that allows, among other things, to definitively solve the problems of air conditioning”, referring to a project whose cost exceeds one million euros and whose specifications have already been elaborated.
“Right now, the Special Administrative Clause Sheet is being drafted. Once the technical documentation is finalized, the project will be tendered and awarded. From the Directorate we gave absolute priority to this issue and we have done everything necessary to implement this project of enormous scope”, he explained and has advanced that he expects the work to be carried out throughout 2025.
Until then, what is being applied are immediate measures such as the rental of an air conditioning machine that 21,000 euros in 2022 or the purchase of 12 portable air conditioning units in the amount of 2,000 euros.
In 2023, four UTAs were rented for the air-conditioning of the building for 13,860 euros for a period of 6 months, a contract that has been extended for 2024.
But, in addition, 8 fancoils have been bought for 15,000 euros. These indoor air conditioning units have been incorporated into the existing ones for use in those areas of the building where their use has been considered most necessary.
Not only that, the center has acquired 66 heaters, worth 1,150 euros; 20 air conditioning units, worth 4,330 euros; and 10 table fans, with a cost of 230 euros.
Likewise, for the investments of 2024, the purchase and reinforcement of 8 more air conditioning consoles with a value of 26,000 euros was also contemplated, as well as 25 portable air conditioners with a value of 7500 euros.
Home help
With regard to the issue of home help and the delegation of competences from Imserso to the Autonomous City, Aznar recalled that on January 30, an agreement was reached in Madrid between the Institute of Elderly and Social Services and the Ministry of Social Policy and Public Health. A consensual and worked agreement, resulting from an excellent coordination between the Ministry of Social Policies and the Imserso.
“All the procedures that the General Administration of the State had to do are done, we promised to speed up the administrative procedures and this has been done. Right now the agreement is only in the absence of the approval of the Autonomous City Intervention,” he said.
