The Delegate of the Government, Sabrina Moh, has highlighted the Public Employment Offer (EPO) approved yesterday by the Government of Pedro Sánchez in the Council of Ministers and that is the largest in the history of our country, with 39,574 places, 15.8% more than in 2022.
“With this EPO of 2023, in the last five years 183,443 places have been offered, 189% more than in the previous five years, when 63,394 positions were reached,” said the highest representative of the Government of Spain in our city.
As Moh recalled, the Executive of Pedro Sánchez has approved three consecutive OEP records in 2021, 2022 and 2023. Thus, in the first of those years, it brought 34,151 places; with 30,445 places in the year 2022 (year in which the 44,000 places were exceeded accounting for those destined to stabilization, in compliance with Law 20/2021, of reduction of temporality in the public sector); and the 39,574 foreseen for this 2023.
“This is a record number of places that aim to strengthen staffs that were weakened by years of cuts and by the zero replacement that was applied during the years of the PP government and that resulted in a clear deterioration of the services provided to citizens,” explained Moh, who recalled that during the years 2012 to 2018 124,000 public jobs were lost in our country.
Therefore, the approved Employment Offer will serve to strengthen the workforce in different departments of the General Administration of the State, in the Administration of Justice, in the National Police Force, in the Civil Guard and the Armed Forces.
The Delegate of the Government has valued the effort that the Government of Pedro Sánchez has made throughout this legislature, offering the largest EPO in the history of this country, to strengthen the Welfare State and the services provided to citizens.
“This Government has demonstrated with facts the unparalleled commitment to public services and the strengthening of the Welfare State, which is nothing other than a guarantee of security for the protection of the rights of citizens,” he said.
He has stressed that public policies “are a safety net for citizens”, as we have seen in the face of the different crises that have been experienced at this stage such as the Covid pandemic, the La Palma volcano or the war in Ukraine. “The professionalism, dedication and effort of the women and men who provide public services have contributed to overcoming one of the most complicated stages in our recent history,” he said.
Moh has stressed the special importance of the fact that the offices of the General Administration of the State are strong in a territory such as Melilla. “In our city, the State provides many and very important services to citizens such as Security, Education, Health, Justice... therefore, to guarantee the quality of life of Melillense, it is as important job offers as those carried out by the Executive of Pedro Sánchez,” he stressed.

Sabrina Moh has referred to the squares convened for State Security Forces and Corps, which brings 5,128 new agents. In particular, it represents a total of 2,608 places for the National Police and 2,520 for the Civil Guard.
This new expansion of staff comes after the State Security Forces have reached the maximum number of agents in history this summer, with a total of 156,453 agents, thanks to the process of expansion of personnel launched by the Ministry of the Interior during the last five years, and which has allowed to reverse the 13,077 seats that were lost in the period 2012-2017. In fact, thanks to this process, Melilla will reach the record number of agents with a total of 1,205 personnel, thanks to the increase in National Police and Civil Guard agents in the last five years.
Returning to the EPO approved yesterday by the Government of the Nation, the Delegate explained that for the National Police it consists of 2,458 seats for the Basic Scale and 150 for the Executive Scale, which will be accessed through the corresponding process of free opposition.
In compliance with the Law, 491 of the places of the Basic Scale are reserved to professional military personnel of troop and sailor with at least five years of effective service, although those that are not covered by this procedure will be accumulated to those convened by free turn.
The Royal Decree includes another 150 places for the Executive Scale that will be covered through internal promotion processes, to which national police officers with at least the rank of sub-inspector will be able to opt, so its convening does not imply an increase in the global workforce.
In the case of the Civil Guard, this year’s public offer of employment reserves 1,008 places for professional military personnel of troops and sailors who have had at least five years of effective service and 185 places for the students of the College of Young Guards.
The places reserved both for professional military personnel of troops and sailors and for students of the College of Young Guards who are not covered for any reason will accumulate to the quota of free places.
To this increase in the staff of the Civil Guard could be added the 75 places that the Ministry of Defense convened for the Officer Scale last May, since as it is a process of joint training they are included in the provision of places that are carried out each year for the Armed Forces. With this, the total number of places offered for the Civil Guard in 2023 amounts to 2,595.
With regard to internal promotion within the Civil Guard, the Royal Decree approved on Tuesday authorizes the call for 355 places: 105 on the Officer Scale, of which 85 are reserved for the internal promotion modality and 20 for the change of scale modality, and 250 places on the Non-Commissioned Officers Scale through internal promotion.
In addition, the Public Employment Offer includes 1,358 new positions for officials attached to the General Secretariat of Penitentiary Institutions and 76 new positions for the General Directorate of Traffic (DGT).
