The government delegate in Galicia, Pedro Blanco, today pivoted the process of modernization of the General Administration of the State in Galicia on the improvement of the quality of public services and on the talent of personnel assigned in the Community. It did so during the presentation of the Action Plan 2025, a document that includes 139 operational measures to improve the services provided by the Government Delegation in Galicia for this year. During his speech, the delegate took the opportunity to recognize all the employees of the AGE in Galicia who intervened in the recent crisis of the electricity supply, during which they showed a high degree of responsibility for the service and professionalism in the coordination of the response to this emergency.
In today’s presentation, the delegate was accompanied by the Secretary General of the Delegation, Alberto de la Fuente, and by the team that drafted this Plan.
Pedro Blanco recalled that the Delegation began in 2021 its own process of continuous quality improvement, with the aim of promoting “a closer, modern and citizen-oriented administration”. This process was embodied in a first Strategic Plan with a validity of three years. This Plan was renewed last year, with the approval of the Territorial Plan of the Government Delegation in Galicia 2024/2027.
Annually, this plan is materialized in documents/action plans, which reflect the commitments of improvement for the current year and which integrate both the actions set by the Ministry of Territorial Policy at the national level and its own measures, designed and thought out specifically based on the needs of the Delegation.
The delegate stressed that the 2025 Action Plan includes 46% more actions than the previous plan, and that they involve all areas and units, to a greater or lesser extent: “A collective effort that demonstrates the commitment of the entire organization to the continuous improvement of public services.”
In particular, the Action Plan distributes the measures into four operational axes, which are distributed as follows: Axis 1. A quality administration that is accessible to citizens: 52 performances. Axis 2. RR.HH. Oriented to the efficient provision of public services: 28 performances. Axis 3. Recognizable and homogeneous institutional visibility: 29 performances. And Axis 4. Commitment to sustainability: 32 performances.

Strategic planning is an essential management tool for all organizations interested in working towards continuous quality improvement in an orderly manner in the short, medium and long term.
In the Public Administrations, this planning supposes a reflection to combine commitments and priorities with citizenship and the availability of public resources. All this, with a long-term vision that allows to manage the change to improve efficient management, give resources and maximize the quality of the service.

The Government Delegation has been developing a Quality Plan since 2021 with the aim of promoting “a closer, modern and citizen-oriented administration”. It conveys a recognition to the staff who, in the different areas, coordinated the response of the State during the recent electricity supply crisis.
