The government delegate in Cantabria, Pedro Casares Hontañón, made a visit today in Noja to the Foreign Tourist Service (SATE)
Casares pointed out that this SATE “is the first to be inaugurated on the Cantabrian coast in 2022, the only one currently in northern Spain and is part of the Civil Guard Safe Tourism Plan”.
“An example of success in which we see that the Civil Guard and the Local Police of Noja work together to offer a good service to all foreign tourists, who are many who come to Cantabria,” he explained.
In addition, the government delegate stressed that this SATE “is part of a collaborative project between the public administrations, the Ministry of the Interior, the Civil Guard and the city of Noja”.
“I want to value the joint work between the Civil Guard and the city of Noja because the collaboration between administrations improves the life of the citizens,” he emphasized.
The government delegate stressed that since its inauguration in 2022, more than 1,500 people have been served, and specifically, from March 1, 2024 to August 22, 2025, 1,017 people of 24 different nationalities have been served.
In this regard, Casares stressed that the SATE is open every day between 09.00 and 20.00 “and foreign tourists can approach to file a complaint or demand information in their language, something fundamental for the tourist to feel safe”. Thus, he has pointed out that the agents speak in English and French and there are forms in different languages.
It has also highlighted “the constant effort of the Civil Guard for innovation to give a better security response to the citizens”.
Finally, Pedro Casares also thanked the presence during July and August of two French gendarmes “who carry out patrol tasks together with the agents of the Civil Guard and are also very useful to be able to communicate with foreign tourists”.

The creation of offices of the Foreign Tourist Service (SATE), is one of the actions foreseen in the Safe Tourism Plan and is born with the purpose of offering foreign tourism personalized assistance, after being the victim of any criminal offence, through teams of police experts and informers interpreters in their own language.
The breaking of the language barrier inherent in the functioning of the SATE allows the victim to express himself in full depth, to feel heard and to be active.
By its own conception, the deployment of the SATE service is consistent with the geographical distribution of the influx of foreign tourists, always under the consideration of this service as an integral part of the tourism quality offer, understanding security as a determining factor in the evolution of international tourism trends.
The municipalities committed to the SATE, sensitive to the advantages derived from its implementation are, at the same time, referents of international tourist destination.
