The Ministry of Transport, Mobility and Urban Agenda (Mitma) has published today the provisional resolution of the granting of aid to local entities that have reduced, by at least 50%, the price of the subscriptions and multi-travel titles of collective public transport of their competence for six months, provided that they have been applied, at the latest, since February 1. This resolution is in addition to the one already announced by the Ministry on April 4 for the autonomous communities and between the two they represent 37.2 million euros for autonomous and local administration. A deadline for submissions is now open before their final award.
Throughout Spain, €326.5 million has been provisionally granted in direct aid to the autonomous communities and cities and local entities. In particular, the grants are awarded to all the autonomous communities and cities, with the exception of the Balearic and Canary Islands, which has a particular mechanism, and 138 local entities for euros to cover their part of the rebate in 2023: up to 30%. The Autonomous Communities and local entities must bear the rest of the cost of the measure (at least 20%) from their budgets.
The details
Direct subsidies have been calculated as a proportion of the revenue lost from the sale of subscriptions or multi-purpose securities that are reduced to 50 per cent. $209 million goes to CCAA and $117 million goes to autonomous cities and local entities. They are calculated on the basis of the information communicated by the local and regional authorities on what type of titles for regular travellers will register discounts of 50% by attaching a responsible declaration of the estimated percentage of the turnover that their sale will entail in relation to the total income from the sale of tickets of their transport services in the year 2023, a figure that has been used to adjust the direct aid to be granted.
This aid does not apply in the Canary Islands and the Balearic Islands, where public transport by public land will be free for regular travellers in 2023. Thus, these Autonomous Communities have the capacity to establish the conditions of recurrence for the gratuitousness of the subscriptions and multi-travel titles that they deem necessary, such as the conditions of sale and use, validity and expiration of the travel titles, limitations on the number of discounted titles, etc. and they have their own line of financing.
Boosting public collective transport
This measure adds to the gratuitousness of the services of Cerca, Rodalies and Media Distancia conventional and to the discounts of 50% of the services Avant and the bonus of 100% of the bus lines of state ownership for recurrent users approved by the Government for 2023.
Measures that, in the case of rail services, which entered into force on 1 January, are already republishing last year’s success.
Collective public transport is an essential, safe, reliable, comfortable, more economical mode of transport, avoiding traffic jams in a particular vehicle, which also allows you to take advantage of that travel time for other purposes.
